Roofing Contractor in San Bernardino County

San Bernardino County covers two very different roofing climates. The valley cities, from Chino and Chino Hills to Fontana, Colton and Highland, are hot and get strong Santa Ana winds. Hesperia, up in the high desert, adds cold winter nights to summer heat. Overhead Roofing serves both.

Valley cities: heat and Santa Ana winds

Chino, Chino Hills, Fontana, Bloomington, Colton, Grand Terrace and Highland are in building climate zone 10. When more than half of a pitched roof is replaced there, the state code requires a rated cool roof product unless an exception applies, and low-slope roofs need one as well.

Fontana and the cities around it sit below the Cajon Pass, where Santa Ana winds come down hard in fall and winter. Loose ridge caps, lifted shingle tabs and slipped tiles are the most common wind repairs we see, and a roof that is already worn fails faster in the first strong wind of the season.

Hesperia and the high desert

Hesperia is in climate zone 14, the high desert zone. The cool roof rules apply there too, and the large daily temperature swing works on sealants and flashing. Inspections in the desert focus on flashing, vents and sealant joints as much as on the roof covering.

County permit rules for Bloomington

Bloomington is unincorporated, so the permit comes from San Bernardino County Building and Safety, which takes reroof applications online. A reroof permit is required before work starts. The county does not allow reroofing over slate, clay, cement or asbestos tile, or over water-soaked or deteriorated roofing, so those roofs are always stripped first.

The other cities on this page issue their own permits.

Fire zones grew in Chino Hills and Hesperia

CAL FIRE released new Fire Hazard Severity Zone maps for local areas in San Bernardino County on March 24, 2025. The Very High zone grew in Chino Hills and Hesperia. In a Very High zone a replacement roof must be Class A rated.
