Asphalt Shingle Roof Replacement in Los Angeles County
Shingle roof replacement takes an asphalt shingle roof that has reached the end of its life off down to the deck and puts a new one on: repaired decking, new underlayment and flashing, new shingles, and a permit with city inspections. It is the right call when the problems are spread across the roof rather than in one spot.
Overhead Roofing is an Owens Corning Preferred Contractor and a CertainTeed ShingleMaster credentialed roofing company. Our license, CSLB #1119699, is active in the C-39 Roofing classification, and our team brings 25+ years of roofing experience. The photos on this page are from our shingle replacements in Whittier and Altadena.
This page covers deciding to replace and what a replacement involves. For the installation itself, step by step, see shingle roof installation. For choosing a shingle product, see asphalt shingle roofing. If only a few shingles are damaged, see shingle repair.

Signs a Shingle Roof Needs Replacing
No single sign means a roof has to be replaced, but several together usually do. Look for these from the ground, in the gutters, and in the attic:
- Shingles that are curled, cupped, cracked, or brittle across large areas
- Bare patches where the granules have worn off, and heavy granules in the gutters
- Shingles lifting or blowing off after each wind event
- Leaks or ceiling stains in more than one place
- Soft or spongy spots on the roof, which point to damaged decking
- A roof that was already covered over once, with a second layer of shingles
A roof inspection shows how far the wear goes. If the problems are limited to one slope or a few spots, a repair or a partial replacement can be enough.

Repair a Few Shingles or Replace the Whole Roof
Replacing a handful of shingles is a repair, and our shingle repair page covers it. Replacing the whole roof makes more sense when:
- Damage shows up on most slopes, not in one area
- Repairs keep failing after each rainy season
- The shingles are too brittle to lift for a repair without cracking
- New shingles can no longer be matched to the old ones
- The roof already has two layers, so it has to come off to the deck anyway
When it is a close call, the estimate prices both a repair and a full replacement so you can compare them. Our roof repair vs. replacement guide walks through the same decision for any roof type.
What We Found Under Two Shingle Roofs
Every replacement starts with a tear-off, and the deck under the old roof is where surprises show up. Two of our jobs:
Altadena: rotted decking at the roof edge
When the old shingles came off this Altadena home, the decking along the roof edge next to the gutter was water damaged and soft. Those boards were cut out and replaced with new wood before any underlayment went down, and then the house got a new gray shingle roof.
Whittier: new plywood over the whole roof
On this Whittier home, the old roofing was stripped to the rafters, and new plywood decking was installed over the entire roof before the underlayment and new brown shingles went on. A full new deck gives the shingles a flat, solid surface to nail into.
Why the deck matters
Shingles are only as good as the deck they are nailed to. Soft, rotted, or widely spaced boards do not hold nails well and can sag or let water through. Replacing damaged decking during the tear-off is far simpler than finding it after the new roof is on.
How decking is priced
No one can see the whole deck until the old roof is off. Your estimate states how damaged decking will be priced if it is found, such as per sheet of plywood or per board, so you know in advance how that change will be billed.

Code Rules for Replacing a Shingle Roof
A shingle roof replacement needs a building permit and inspections. In the City of Los Angeles, the permit comes from LADBS, and cities such as Pasadena and Whittier have their own building departments. A few rules shape the job:
- Layers. The California Residential Code does not allow a new roof over a roof that already has two or more layers, so those roofs are torn off to the deck.
- Fire rating. In the zones the Wildland-Urban Interface Code covers, a replacement, or replacing 50% or more of the roof within 12 months, needs a Class A roof.
- Cool roof. Under the 2025 Title 24 energy code, replacing more than 50% of a home’s steep-slope roof in climate zones 4 and 8 through 15 brings in cool roof requirements, which rated cool roof shingles can meet.
- Inspections. Building departments typically inspect the deck before the new roof covers it, and again at the end.
We pull the permit and schedule the inspections as part of the job.
Shingle Manufacturer Credentials and Warranties

Overhead Roofing is an Owens Corning Preferred Contractor and a CertainTeed ShingleMaster credentialed roofing company. As a ShingleMaster, we can offer CertainTeed’s SureStart PLUS 3-STAR coverage warranty extension, subject to CertainTeed’s warranty terms.
Shingle warranties come from the manufacturer, and their terms depend on the product line, the installation requirements, and registration. Ask us which warranty applies to the shingles in your estimate, and keep the registration papers with your home records. Our own workmanship warranty covers our installation and is separate.
For help choosing a shingle, including cool roof and Class A options, see asphalt shingle roofing in Los Angeles.
What Drives the Cost of a Shingle Roof Replacement
We don’t publish prices, because they depend on the roof and the house. These factors set the cost:
- Roof size, pitch, and the number of valleys, hips, and penetrations
- How many layers come off, and how the debris is hauled away
- How much decking has to be replaced once the deck is exposed
- The shingle line, plus cool roof or Class A requirements
- Flashing, drip edge, and attic ventilation work
- Permit fees and the inspection schedule
Estimates are free and written. For published regional figures, see our roof replacement cost guide, and for other roof types, see roof replacement.

Great, thank youPosted on Google darkest flowerTrustindex verifies that the original source of the review is Google. Our office in Sierra Madre started having ceiling leaks. Overhead Roofing Inc sent Sean and Mike, who discovered the issue was actually with the parapet wall flashing. They fixed it and gave us solid maintenance recommendations. Tammi kept everything on time and within budget. Their knowledge and clarity made a huge difference.

Shingle Roof Replacement Questions
How long does a shingle roof replacement take?
It depends on the roof’s size and pitch, how many layers come off, how much decking needs replacing, the inspection schedule, and the weather. Tear-off and decking come first, then underlayment, flashing, and shingles, with a city inspection in between. Your written estimate gives the expected schedule for your house.
Is a tear-off required, or can the roof be covered over?
The California Residential Code allows a recover over a single layer of shingles in sound condition, but not over two or more layers or over a deteriorated roof. A recover also hides the deck. On most replacements, we recommend a tear-off so the deck can be checked and repaired. Our reroofing page explains the layer rules.
Do I need a permit to replace a shingle roof in Los Angeles?
Yes. A roof replacement needs a building permit from the city where the house is, such as LADBS in the City of Los Angeles or the building department in cities like Pasadena or Whittier. The permit brings inspections of the deck and of the finished roof. We pull the permit and schedule the inspections as part of the job.
Will my new shingle roof have to be a cool roof?
It depends on your climate zone. Under the 2025 Title 24 energy code, replacing more than 50% of a home’s steep-slope roof in climate zones 4 and 8 through 15 brings in cool roof requirements. We check the climate zone for your address and choose shingles that meet the rule where it applies.
Will insurance pay for a shingle roof replacement?
That depends on your policy and the cause of the damage, so read your policy and call your insurer. We can document the roof with photos and give you a written estimate to send to them, and we can meet the adjuster at the property if you ask. Only a licensed public adjuster may negotiate a claim on your behalf.
Can I switch to a different roofing material when I replace?
Yes. A replacement is the usual time to switch, for example from shingles to metal or tile. Tile is much heavier than shingles, so a switch to tile needs a structural check, which our guide on moving from shingles to tile explains. For a switch to metal, see metal roof installation.
