Roofing Contractor in Riverside County
Riverside County roofs deal with more heat than roofs closer to the coast, and in the San Gorgonio Pass they also deal with steady wind. Overhead Roofing works in the western county and the Pass, from Eastvale and Corona to Hemet, Beaumont and Banning.

Heat and the cool roof rule
Most of the cities we serve here, Eastvale, Corona, Canyon Lake, Calimesa, Homeland, Beaumont and Hemet, are in building climate zone 10. On the Energy Commission’s map, Banning and Cabazon fall in zone 15, the low desert zone.

Applies when more than half of the roof is replaced. * Unless one of the code’s exceptions applies, such as R-38 attic insulation. Source: California Energy Commission, 2025 Energy Code and building climate zone map.
In both zones, replacing more than half of a pitched roof requires a rated cool roof product unless an exception such as R-38 attic insulation applies, and low-slope roofs need one as well. Heat also shortens the life of underlayment and asphalt shingles, so on older roofs we look closely at what is under the shingles, not only at the surface. The zones above come from the Energy Commission’s climate zone map, which is checked for each address.
Wind in the San Gorgonio Pass
Banning, Beaumont, Calimesa and Cabazon sit in or near the San Gorgonio Pass, one of the windiest corridors in Southern California and home to large wind farms. Wind lifts shingle edges and loosens ridge caps and tiles. In the Pass we pay extra attention to the nailing pattern, starter strips, ridge fastening and tile clips.
County permit rules for unincorporated areas
Homeland and Cabazon are unincorporated, so their permits come from Riverside County Building and Safety. The county’s reroof guide sets a few rules worth knowing:
- A permit is needed for any reroof, except a repair under 25% of the roof and no more than 100 square feet that does not replace sheathing.
- Only one layer of asphalt shingles may go over an existing shingle roof.
- In high fire areas the roof must be at least Class A, and S-type tile needs a 72-pound mineral cap sheet with its own inspection.
- A roof deck inspection is required when the roof is stripped down to the sheathing.
The other cities on this page have their own building departments.
