Cabazon, CA Roofing Company for County-Permitted Reroofs in Zone 15

Cabazon was an incorporated city from 1955 to 1972, so a reroof there now goes through Riverside County Building and Safety rather than a city hall. Overhead Roofing handles roof repair and reroofing projects in Cabazon, CA, and schedules inspection visits by appointment in advance.

Two local conditions shape the job. Cabazon sits in the far eastern part of the San Gorgonio Pass, immediately east of Banning, in climate zone 15, the hottest of California’s building climate zones. Its housing is also old: the median home was built in 1979, and 108 of the town’s 890 homes date from the 1940s.

Five lines in County guide 284-034 that shape a Cabazon reroof

Riverside County’s permit sheet lists re-roofing, commercial and residential, as work that needs a permit, and the County’s re-roof guide 284-034 (rev. 07/2021) fills in the details. These five lines decide most of a Cabazon job’s scope:

The tile requirement matters on Cabazon’s older houses, since 456 of the town’s 890 homes were built before 1980. Switching one of them from composition, roll roofing, or hot mop to concrete or clay tile cannot be permitted by mail; the County wants roof framing plans submitted in person, and the tile adds weight the existing framing has to carry. Built-up roofs and changes to a designed truss system follow the same in-person route. Our tile roof replacement page covers the tear-off and underlayment steps.

A 115.4°F record high and CRRC-rated products on full reroofs

Cabazon has a hot desert climate: an average July high of 95.8°F, a record high of 115.4°F, and about 6.4 inches of rain a year. The California Energy Commission’s map places the town in climate zone 15, the same zone as the Coachella Valley.

That zone carries a rule under the 2025 California Energy Code, in effect since January 1, 2026. When more than half of a home’s roof is replaced, a steep-slope roof needs a cool roof product rated by the Cool Roof Rating Council (CRRC), and a low-slope roof needs cool roof compliance. Exceptions exist, such as area-weighted alternatives. Because the rating belongs to a specific product and color, we check the CRRC listing before the material is ordered, not after it arrives.

On a house built around 1979, the deck under the shingles may be original, so we look at it from the attic before recommending the one overlay the County allows. A tear-off brings the County’s deck inspection, which settles the question of the deck’s condition before the new roof goes on.

Roof work a Cabazon, CA roofing company takes on in an 890-home town

Riverside County’s Pass Area Plan notes that Cabazon historically had “a large number of residences and mobile homes south of the rail line,” while commercial and tourist uses moved north of Interstate 10. Today the Census Bureau counts 666 single-family houses and 224 mobile homes, with no apartment buildings. On those roofs we handle:

  • Roof repair in Cabazon: leaks at flashing, vents, and valleys, worn or wind-lifted shingles, and cracked tile
  • Shingle reroofs: the one permitted overlay where the deck allows it, or a tear-off with the County’s deck inspection
  • Tile reroofs, including conversions from a lighter roof once the framing plans clear the County
  • Mobile home roofs, after confirming with the County whether HCD or the County issues the permit for that home

Overhead Roofing is not based in the Pass, so Cabazon work runs on a schedule set in advance: an inspection visit by appointment, a written estimate with photos, and work days planned around the County inspections. We are licensed (CSLB #1119699, C-39 Roofing), bonded, insured, and BBB Accredited with an A rating, and our team brings 25+ years of roofing experience. Estimates are free, and every completed roof carries a workmanship warranty. Our 24/7 emergency line is (877) 557-7778. Cabazon owners' questions on the County, fire maps, and runoff

Why doesn't Cabazon have its own building department?

Cabazon incorporated as a city on Nov. 1, 1955, and disincorporated in 1972 after a 1971 vote, so it has no city government today. Reroof permits come from Riverside County Building and Safety, at 951-955-1800, and Riverside County Fire handles the fire zones. The County’s rules, not a city handout, set the overlay limit, the tile submittal, and the inspections.

Check your address on the Riverside County Fire or CAL FIRE map. The 2006 Esperanza Fire started near Cabazon and burned about 40,000 acres, and on June 10, 2025, the Board of Supervisors voted 5-0 to begin adopting the 2025 fire hazard maps for unincorporated areas. In a high fire area, the County re-roof guide requires a Class A covering, and S-type tile needs a 72 lb. cap sheet with its own inspection.

The County guide calls for a roof deck inspection whenever sheathing is replaced or the roof is stripped down to it; otherwise the job gets a final inspection. Either way, the inspector needs a safe ladder to the roof and the job card on site. On a tear-off, we plan decking repairs so the deck is ready for the inspector before new underlayment goes on.

Yes. Cabazon averages about 6.4 inches of rain a year, but Riverside County’s Pass Area Plan says that, because of the surrounding steep terrain and its low position, “much of Cabazon is prone to hazardous flooding.” The plan also requires habitable building pads in the 100-year flood zone to be raised to flood elevation. On a reroof, we check that gutters and downspouts carry roof water away from the house.
