Roofing Contractor in Los Angeles County
Los Angeles County has 88 cities and large unincorporated areas, and that matters more for a roof than most homeowners expect. The agency that issues your reroof permit, the cool roof rule that applies and the fire zone rules all depend on exactly where the house sits.

Overhead Roofing repairs and replaces residential and commercial roofs across the county. This page explains how the rules change from one part of the county to the next and links to the city pages we keep for each area.
Who issues the reroof permit
There is no single permit office for the county. Three different kinds of agencies handle reroofing:
- Neighborhoods of the City of Los Angeles, such as Tarzana, Encino, Echo Park, Highland Park, Hollywood and Downtown, go through LADBS. A reroof there is an express permit with no plan check when the new covering weighs under 6 pounds per square foot.
- Unincorporated communities, such as Acton, Castaic and Altadena, go through LA County Public Works, Building and Safety. Its reroofing manual allows a new roof over only one existing layer, and in a Very High Fire Hazard Severity Zone shingles may not go over an existing roof at all.
- Independent cities, such as Pasadena, Glendale, Burbank and Downey, have their own building departments and their own forms.
We pull the permit with the right agency and schedule its inspections as part of the job.
Cool roof rules change with the climate zone
California’s energy code splits the state into 16 building climate zones, and four of them run through the cities on this page. When more than half of a home’s roof is replaced, the code may require a rated cool roof product:
San Fernando and San Gabriel Valleys, most of central Los Angeles
Southeast cities such as Bell, Downey, Bellflower, Compton and Gardena
The coast from Malibu and Santa Monica to El Segundo, Hermosa Beach and Carson
The high desert around Acton
Applies when more than half of the roof is replaced. * Unless one of the code’s exceptions applies, such as R-38 attic insulation. Source: California Energy Commission, 2025 Energy Code and building climate zone map.
Inside the City of Los Angeles the local green building code sets higher numbers than the state code, so the product has to be checked against the city’s values, not only the state’s. Zone lines follow the Energy Commission’s map, and near a boundary the exact address decides.
Fire hazard maps were redrawn in 2025
CAL FIRE published new Fire Hazard Severity Zone maps for local areas in Los Angeles County on March 24, 2025. Greater Los Angeles now has about 900,000 acres rated Very High, 29% more than on the 2011 maps, and 43 cities in the region appear on the maps for the first time.
In a Very High zone a replacement roof has to be Class A rated. Since January 1, 2026 these rules sit in the California Wildland-Urban Interface Code. If your address changed zones in 2025, the roof you order now may need to meet rules that did not apply to your current roof.
