Roof Repair and Replacement in Chatsworth for Tract Homes, Townhomes, and Mobile Homes

Roofing projects in Chatsworth start by identifying which agency issues the permit, because three different ones do it here. Chatsworth is part of the City of Los Angeles, the unincorporated Lake Manor area to the west is permitted by LA County Public Works, and reroofing one of the 553 mobile homes in ZIP 91311 goes through the state Department of Housing and Community Development (HCD).

Licensed, bonded and insured, CSLB #1119699

The second question is fire: the Santa Susana Mountains and Simi Hills along Chatsworth’s north and west edges are Very High on the 2025 fire hazard map, and the valley floor around Devonshire Street and Topanga Canyon Boulevard is not.

On the City side, a standard reroof normally qualifies for an LADBS express permit. LADBS bulletin P/BC 2026-013 has barred wood shake and wood shingle roofing on reroofs, repairs, and new roofs since January 1, 2026, apart from Class B wood on repairs of 5% of the roof or less. Reroofing more than half a roof within twelve months brings the entire roof under current code.

LA County’s statistical area map labels the land west of Chatsworth “Unincorporated – Lake Manor.” Homes there get building permits from LA County Public Works, not LADBS, and County BCM 1512 applies: a new roof may be laid over only one existing layer, and no recover is allowed in a Very High zone.

For a manufactured home, HCD guide MH 604 says a reroof that removes the existing covering needs an HCD MH 415 permit and at least two inspections, one at tear-off and a final. A built-up roof or an overlay also needs plan review and engineered plans. The guide does not cover liquid roof coatings.

Stoney Point, Chatsworth Park South, and the 2025 fire line

Chatsworth sits between the Santa Susana Mountains to the north and the Simi Hills to the west, with Stoney Point, a 76-acre rock outcrop park, and Santa Susana Pass State Historic Park on its western side. On LA County’s 2025 fire hazard layer, sample points at Chatsworth Park South and in the hills west of Stoney Point are Very High, while Devonshire Street at Topanga Canyon Boulevard is Non-Wildland.

Both ranges have burned. The Topanga Fire started on September 28, 2005, in the Santa Susana Mountains northwest of Chatsworth and burned 24,175 acres before full containment on October 6. The Sesnon Fire started near Oat Mountain on October 13, 2008, burned 14,703 acres, and destroyed 15 homes and 63 outbuildings; evacuations covered Box Canyon, Lake Manor, Woolsey, Browns, and Dayton canyons and the area west of Valley Circle Boulevard.

On a Very High parcel, LADBS requires a Class A roof covering; on the valley floor, a code-approved Class A, B, or C covering is allowed (Class A or B in Fire District No. 1). Because the zone lines are new, a house near the edge should be checked by address. LAFD brush clearance rules in the Very High zone also cover the roof: clear off leaf and needle buildup, keep branches 5 feet above it, and keep plants 10 feet from the chimney outlet.

Townhomes, tract houses, and apartment roofs in ZIP 91311

The median home in ZIP 91311 was built in 1974. The 1970s account for 31.1% of housing units and the 1980s for 17.1%, while only 5.1% predate 1950. The mix is 56.6% single-family detached houses, 13.0% townhomes and other attached homes, 20.4% units in buildings of 20 or more, and 3.7% mobile homes. Two-thirds of households (66.6%) own their home.

We work on all of these:

  • Tract house reroofs: tear-off, decking repair where needed, new underlayment, flashing, and ridge cap, with a Class A covering on foothill lots. See reroofing.
  • Roof repair in Chatsworth: leaks at vents, valleys, and chimneys, plus storm damage, documented with photos and a written estimate you can send to your insurer.
  • Townhome roofs: shared roofs over attached homes, priced for one owner’s section or the whole building.
  • Flat roof repair in Chatsworth, CA: low-slope roofs on apartment buildings, from ponding water and roof drains to full replacement with torch-down or TPO. See flat roof repair.

Chatsworth is in climate zone 9, so a reroof that replaces more than half the roof needs a rated cool roof product, steep-slope or low-slope. Our team brings 25+ years of roofing experience, and we work under CSLB license #1119699 (C-39 Roofing), licensed, bonded, and insured. Estimates are free, the emergency line is open 24/7, and finished roofs carry our workmanship warranty. For rules that apply across the city, see roof repair in the City of Los Angeles.

Lake Manor, mobile home, and foothill questions in Chatsworth

Is my Chatsworth home permitted by the City of Los Angeles or by LA County?

Chatsworth itself is in the City of Los Angeles, and LADBS issues the reroof permit there. The land just west of Chatsworth is unincorporated Lake Manor on LA County’s statistical area map, and homes there get building permits from LA County Public Works instead. We confirm the jurisdiction for the parcel before applying, since the County applies its own recover limits under BCM 1512.

Only in limited cases. LA County’s BCM 1512 allows a recover over just one existing layer of roofing, so a roof that already has two layers needs a full tear-off. A recover is not allowed at all on a parcel in a Very High fire hazard zone. Lake Manor homes are permitted by LA County Public Works, not by LADBS.

If the existing covering comes off, HCD’s guide MH 604 calls for an MH 415 permit and at least two inspections, one at tear-off and a final. Adding a built-up roof or an overlay also requires plan review and engineered plans, and liquid roof coatings fall outside the guide. ZIP 91311 has 553 mobile homes, 3.7% of its housing.

Very likely. Sample points at Chatsworth Park South and in the hills west of Stoney Point are Very High on the 2025 map, and LADBS requires Class A roofing in that zone. LAFD said in April 2025 that the City had not yet adopted the new maps and expects more parcels to be affected, so check your own parcel’s rating.

A repair usually does not. In climate zone 9, the state’s cool roof requirement for multifamily low-slope roofs applies when more than 50% of the roof is replaced. LADBS adds a one-year window: if more than half the roof is reroofed within twelve months, the whole roof has to meet current code, so count any large repairs from the past year before planning the next one.
