Roofing Contractor in Azusa, CA, for Shingle Reroofs and Canyon-Edge Homes

Shingle roofs dominate, tile is rare, and the jobs include both full tear-offs and shingle overlays. Most of Azusa’s housing is older. Census figures (ACS 2023 5-year) show 3,602 of Azusa’s 15,288 units (23.6%) built in the 1950s and 2,785 in the 1970s; 69.3% predate 1980, and the median year built is 1969. Azusa also added 1,332 units between 2010 and 2019, and 2,419 units (15.8%) are townhomes and other single-family attached homes.

Tear-off or overlay: roof replacement in Azusa

An overlay puts new shingles over the old layer. It skips the tear-off but hides the old shingles and the deck beneath them, and it adds weight. A tear-off takes the roof down to the deck, so damaged decking can be replaced and new underlayment and flashing go on a clean surface. On a 1950s or 1970s Azusa house, layers, decking, and flashing are checked before either is recommended.

Energy rules factor in too. Azusa’s flats and foothill neighborhoods are in climate zone 9 (only undeveloped mountain land at the northern edge is zone 16), and California’s Energy Code requires a rated cool roof product on a pitched residential roof there when more than 50% of it is replaced. Four of the July 2024 reroof permits specified a cool roof product.

Our new shingle roof in nearby Covina followed the tear-off sequence: old shingles off, bare deck exposed and checked, then the new roof. The Covina project page has the photos.

Mountain Cove and the Very High land at San Gabriel Canyon

Azusa sits at the mouth of San Gabriel Canyon, and the fire map follows the terrain. CAL FIRE’s March 24, 2025 table lists 1,699 Very High acres in Azusa (slightly more than the 1,680 on the 2011 map), plus 125 High and 234 Moderate. LA County’s 2025 layer shows no Very High area in the flats; it is on the foothill and canyon land along the city’s northern edge, around Highway 39.

Three fires between 2014 and 2020 forced evacuations in Azusa. The Reservoir Fire of June 20, 2016, started after a vehicle crash on Highway 39 near Morris Reservoir, and police ordered evacuations of Mountain Cove, Rainbow Canyon Ranch, and El Encanto. The Ranch2 Fire started August 13, 2020, near North San Gabriel Canyon Road and North Ranch Road, burned about 4,237 acres, and brought mandatory evacuations to Mountain Cove again, though no structural damage was reported. In January 2014, evacuations from the Colby Fire above Glendora reached east into Azusa.

In a Very High zone, the state building code requires a replacement roof to be Class A. For a home in Mountain Cove or along the Sierra Madre Avenue foothills, the parcel is checked on the 2025 map before the roof covering is chosen. The downtown transit-oriented development area, according to the city’s 2015 specific plan EIR, is not in or next to a Very High zone.

Permits a roofing contractor in Azusa, CA, pulls from the Building Division

Azusa’s Building Division, part of the Economic and Community Development Department at 213 E. Foothill Blvd., issues reroof permits. It is open Monday through Thursday, 7 a.m. to 5:30 p.m., and takes inspection requests at (626) 812-5223. The city’s reroof permit flowchart lays out the steps:

  • The applicant files online or at the counter with the permit and recycling forms.
  • Staff check the application, and plans may be required if roof framing is being repaired or replaced.
  • With no corrections, the applicant picks up the permit; otherwise the plans go through plan check.

Two more rules shape the schedule. A permit expires if work doesn’t start within 180 days of issue (one six-month extension can be requested in writing from the Building Official), and the owner, the contractor, or an employee must be present at every inspection. Contractors also need a state license, a City of Azusa business license, and current workers’ compensation information with the application.

Questions on Azusa permits, overlays, and Mountain Cove

Can new shingles go over my old roof in Azusa?

Azusa does issue permits for overlays: five of its July 2024 reroof permits were shingle overlays. Whether one makes sense on your house depends on how many layers are already there and the condition of the decking. If framing has to be repaired or replaced, the city’s reroof flowchart says plans may be required.

180 days from the date it is issued. If work hasn’t started by then, the permit expires, and one six-month extension can be requested in writing from the Building Official. Once work starts, the owner, the contractor, or an employee has to be present at every inspection, so inspection dates are set with whoever will be on site.

Check the specific parcel on the 2025 map. Azusa’s 1,699 Very High acres are on the foothill and canyon land at the city’s northern edge, and Mountain Cove was evacuated in both the 2016 Reservoir Fire and the 2020 Ranch2 Fire. If your home is inside the Very High zone, a replacement roof must be Class A.

If more than 50% of the roof is replaced, yes in most cases. Azusa’s neighborhoods are in climate zone 9, and California’s Energy Code requires a rated cool roof product on residential pitched roofs in zones 4 and 8 through 15. Four of the city’s July 2024 reroof permits specified one. The code allows some exceptions.

Yes. Azusa’s Building Division accepts plan submittals through an online portal on Transtech’s ePlanSoft platform, and applications can be emailed as PDFs to buildingpermits@azusaca.gov. A public permit search at permits.azusaca.gov also shows a property’s past permits, which helps when you want to know whether the current roof was permitted.
