Baldwin Park Roofing Company for Repairs, Reroofs, and Flat Roofs
Baldwin Park limits roof repairs to 25% of the roof area in any one-year period, and the city treats anything larger as a complete reroof. That rule, from the city’s own building code, frames most recommendations a Baldwin Park roofing company makes on the 1950s houses that are the largest single group in the city’s housing.

The 25% repair limit in Baldwin Park's roof code
Baldwin Park amends the California Building Code in Municipal Code 150.141. The roof amendments go back to Ordinance 1308 (December 19, 2007) and were last updated by Ordinance 1519, passed December 3, 2025:
Repairs up to 25% of the roof area in a year
A repair
Repairs over 25% in one year
Treated as a complete reroof
Roof with one layer of composition shingles
One overlay may be added
Shingle roof that already has an overlay
No further layer
Patch on an existing wood roof
Under 25%, Class B, once per 12 months
New wood shakes or wood shingles
Not permitted
Source: Baldwin Park Municipal Code 150.141 (amending CBC 1505.2 and 1512).
The 25% limit counts repairs across a full year, so a roof patched in January and again in the spring can reach it, and from that point the job is permitted and built as a reroof. The full text is in the Baldwin Park roof code amendments. On an older shingle roof that already has an overlay, the next roof starts with a tear-off to the deck.
Class B citywide and Class A in the High zone acres
Under the same section (amending CBC 1505.2), every new roof covering in Baldwin Park, and every roof alteration, repair, or replacement, must be fire-retardant and at least Class B. A site in a fire hazard severity zone above Moderate needs a Class A covering.
Very little of the city falls in that category. CAL FIRE’s March 24, 2025 acreage table lists only two small figures for Baldwin Park, 31 and 48 acres, with no Very High acreage. LA County’s 2025 layer shows only Moderate and High classes in the area. The city adopted the State Fire Marshal’s maps by ordinance in December 2025 (Municipal Code 150.144), so the address is checked against the map before materials are ordered.
Section 150.141 also reaches the roof edge: on buildings set on expansive soil, gutters, downspouts, or other non-erosive devices must carry roof water to an approved outlet, so gutters removed for a reroof are reinstalled to drain to that outlet.
What a Baldwin Park roofing company finds on 1950s houses
Census figures (ACS 2023 5-year) describe the housing these rules apply to. Of 18,523 housing units in Baldwin Park, 5,309 (28.7%) were built in the 1950s, the largest single decade, and 73.2% predate 1980. The median year built is 1963, 70.5% of units are single-family detached houses, and 58.5% of occupied homes are owner-occupied.
On a house from the 1950s or 1960s, the first visit checks:
- Layers: an existing overlay rules out another one.
- Repair history: patches made in the past year, which count toward the 25% limit.
- Decking: soft or delaminated sheathing at the eaves, in valleys, and around vents.
- Flashing and gutters: worn metal at walls and pipes, and where the downspouts drain.
In nearby Covina, our crew stripped an old shingle roof down to the deck and installed a new shingle roof (see the Covina project page); a Baldwin Park roof that already carries an overlay takes the same path.

Flat roof replacement and commercial roofing in Baldwin Park
Flat and low-slope sections turn up on additions, patio roofs, and small commercial buildings, and 2,968 of the city’s housing units (16.0%) are in buildings with five or more units. Flat roof repair in Baldwin Park counts toward the same 25% yearly limit, so a membrane with blistering or ponding across much of its area is usually headed for replacement.
Baldwin Park is in climate zone 9, and when more than 50% of a roof is replaced, California’s Energy Code calls for a rated cool roof product on:
- Homes: residential low-slope roofs (zones 4 and 6 through 15) and pitched roofs (zones 4 and 8 through 15).
- Apartment buildings: multifamily low-slope roofs (zones 2, 4, and 6 through 15).
- Commercial buildings: nonresidential low-slope roofs in every climate zone.
For Baldwin Park commercial roofing, that points to rated reflective systems, such as white TPO or a flat roof replacement with a reflective cap sheet, chosen around the deck, the drains, rooftop HVAC units, and parapet walls.
Baldwin Park questions on the 25% rule, overlays, and Class B
How much of my roof can I repair in Baldwin Park before it counts as a reroof?
Up to 25% of the total roof area in any one-year period. Baldwin Park’s Municipal Code 150.141 treats repairs beyond that as a complete reroof, which brings a reroof permit and the current fire rating and energy rules. Before you hire a Baldwin Park roofer for another patch, add up the areas already repaired this year.
Can I put a second layer of shingles on my Baldwin Park house?
Only if the roof has a single layer now. Baldwin Park allows no more than one overlay of composition shingles, so a roof that already carries an overlay cannot take another. In that case the old layers come off, the decking is checked and repaired, and the new roof goes on a clean deck. A tear-off also exposes damage an overlay would hide.
Where do I get a roofing permit for a home in Baldwin Park?
From the City of Baldwin Park’s Building & Safety Division, part of Community Development, at City Hall, 14403 E. Pacific Ave., (626) 813-5265. The counter is open Monday through Thursday, 8 a.m. to 5 p.m., and closed Fridays. LA County Public Works also runs a permit office on Ramona Boulevard in Baldwin Park, but it serves unincorporated areas and contract cities, not homes inside the city.
Does my Baldwin Park roof need to be Class A?
Only in a fire hazard severity zone above Moderate. Everywhere else in Baldwin Park, the city’s code sets Class B as the minimum for any new roof covering, repair, or replacement, and wood shakes are not allowed. CAL FIRE’s 2025 table shows no Very High land in the city and only small Moderate and High areas, so a parcel check settles which rating applies.
Does a flat roof replacement in Baldwin Park need a cool roof?
In most cases, once more than 50% of the roof is replaced. Baldwin Park is in climate zone 9, where California’s Energy Code requires a rated cool roof product on low-slope roofs for homes, apartment buildings, and commercial properties, with some exceptions. A smaller repair doesn’t trigger the energy rule, but it still counts toward the city’s 25% yearly repair limit.

Great, thank youPosted on Google darkest flowerTrustindex verifies that the original source of the review is Google. Our office in Sierra Madre started having ceiling leaks. Overhead Roofing Inc sent Sean and Mike, who discovered the issue was actually with the parapet wall flashing. They fixed it and gave us solid maintenance recommendations. Tammi kept everything on time and within budget. Their knowledge and clarity made a huge difference.
