Roofing Contractor in El Monte, CA: Permit-First Reroofs for Owners and Landlords
El Monte asks the property owner to sign a Roof Affidavit with the building permit application for a roof, declaring under penalty of perjury that the new roof will go only on a structure built with the required permits and approvals. That puts permit history first for a roofing contractor in El Monte, CA, in a city where 69% of housing units predate 1980 and 60% of occupied homes are rented.

Why a roofing contractor in El Monte, CA, starts with the Roof Affidavit
The Roof Affidavit is one of the Building Division’s published handouts, and the city lists no separate reroof or cool roof handout, so it is the only roof-specific form on that list. The owner signs it, not the roofer, and it states that the new roof will be installed only on a structure built with the required permits and approvals.
In an older city, that sentence deserves a careful look. Over the decades, a 1940s or 1950s house may have gained a back bedroom, an enclosed patio, or a converted garage, each with its own section of roof. If one of those was never permitted, the owner can’t truthfully sign for the roof over it, so we review the permit records with the owner first, and any gap is settled with the Building Division before the reroof scope is written.
Landlords sign the same form. Only 40.0% of El Monte’s 29,540 occupied units are owner-occupied (ACS 2023 5-year), so many affidavits come from the owner of a rented house, duplex, or apartment building, and on a rental we set the inspection visit with the owner or manager.
El Monte permits: City Hall West, Monday through Thursday
Roof permits come from El Monte’s own Building Division at City Hall West, 11333 Valley Boulevard, which handles plan review, permits, and inspections. The counter takes customers Monday through Thursday from 8 a.m. to 4 p.m., the waitlist closes at 3 p.m., and the city is closed on Fridays.
The online express permits don’t cover roofs yet. They handle a short list of residential jobs, such as panel upgrades and water heaters replaced in the same location, and the city lists an express reroof permit as “coming soon”. Until it goes live, a roof replacement goes through the regular permit application with the signed affidavit attached.
Inspections need 24 hours’ notice and run Monday through Thursday, 8 a.m. to 4:30 p.m., so reroof stages that need an inspection are timed for those days. The Building Division’s design criteria also set a 95 mph basic wind speed (3-second gust, Exposure B), the value roof coverings and their fastening are designed to.
Pre-1950 houses, apartment buildings, and mobile homes in El Monte
El Monte’s housing is old for Southern California. Census figures (ACS 2023 5-year) count 6,246 units (20.4%) built before 1950, including 2,713 from 1939 or earlier, and another 6,249 (20.4%) built in the 1950s; the median year built is 1966. On houses that age, the reroof scope starts with how many layers are on the roof, the condition of the decking, and the flashing at walls and chimneys.
Almost a third of the city’s units (9,713, or 31.8%) are in buildings of two or more units, including 3,963 in buildings of 20 or more, and where those buildings have flat roofs, the energy code matters as much as the material. All of El Monte is in climate zone 9, which falls inside every range of California’s 2025 cool roof rule, from residential steep-slope roofs (zones 4 and 8 to 15) to nonresidential low-slope roofs (all zones). Replace more than half of almost any El Monte roof, pitched or flat, and a rated cool roof product is required, with some exceptions.
The city’s Housing Element also counts 1,666 mobile home units, about 5% of the stock. El Monte’s pages don’t say whether a roof inside a mobile home park is permitted by the city or by the state, so we settle that with the park and the Building Division before quoting.

El Monte permit, affidavit, and cool roof questions
Who issues roofing permits for an El Monte property?
The City of El Monte’s Building Division at City Hall West, 11333 Valley Boulevard, (626) 580-2050, handles plan review, permits, and inspections. Counter hours are 8 a.m. to 4 p.m., Monday through Thursday, and the waitlist closes at 3 p.m. City Hall is closed Fridays, so plan permit visits and inspections for the first four days of the week.
Why does El Monte make me sign a Roof Affidavit?
The affidavit goes in with the building permit application for a roof. In it, the owner declares under penalty of perjury that the new roof will be installed only on a structure built with the required permits and approvals. If part of the house, such as an addition or an enclosed patio, was built without a permit, resolve that with the Building Division before reroofing over it.
Can I get an express online permit for a reroof in El Monte?
Not yet. El Monte’s express online permits cover a few residential jobs, such as panel upgrades and water heaters replaced in the same location. The city lists an express reroof permit as coming soon, so for now a roof replacement goes through the regular permit application, and inspections are requested 24 hours ahead.
Does a flat roof on an El Monte apartment building need a cool roof?
In most cases, yes, once more than 50% of the roof is replaced. All of El Monte is climate zone 9, and the 2025 Energy Code requires a rated cool roof product for multifamily low-slope roofs in zones 2, 4, and 6 through 15, while commercial low-slope roofs need one in every zone. Some exceptions apply.
Is any part of El Monte in a Very High fire hazard zone?
No. In CAL FIRE’s March 24, 2025 acreage table, El Monte’s only entries are 19 and 23 acres, neither of them Very High, and LA County’s 2025 map layer shows nothing above High in the city’s area. For most El Monte roofs, permit history and the cool roof rule matter more than fire mapping.
