Roof Repair in Cudahy and Reroofs Under the County Cool Roof Code

Most roof repair in Cudahy is arranged by property owners on behalf of tenants: renters made up 85.9% of the city’s households in ACS 2014-2018. When a repair grows into a reroof, the cool roof values come from Los Angeles County’s green building code, which Cudahy adopts and posts as its own handout.

In 1908, meatpacker Michael Cudahy bought 2,777 acres of Rancho San Antonio and sold it as one-acre lots meant for gardens, fruit trees, and small animals. The city incorporated on November 10, 1960, and now fits 21,445 residents into 1.18 square miles, averaging 3.80 people per household, so roof work here almost always goes on while families are at home.

The cool roof values on Cudahy's posted county handout

Cudahy Municipal Code Section 15.32.010, updated by Ordinance 765 in 2026, adopts the 2025 California Green Building Standards Code with the amendments in Title 31 of the Los Angeles County code. The city’s Building and Safety Division posts a Cool Roof Technical Requirements handout drawn from the County’s green code (effective May 6, 2019). Its minimums are aged values, measured after three years of weathering rather than when the product is new:

Roof type
Minimum aged values
Roof type

Low-rise residential, steeper than 2:12

Minimum aged values

0.25 reflectance, 0.85 emittance, or SRI 20

Roof type

Low-rise residential, 2:12 or flatter

Minimum aged values

0.65 reflectance, 0.85 emittance, or SRI 78

Roof type

Nonresidential, low-slope

Minimum aged values

0.68 reflectance, 0.85 emittance, or SRI 82

Roof type

Nonresidential, steep-slope

Minimum aged values

0.28 reflectance, 0.85 emittance, or SRI 27

Reflectance is solar reflectance; emittance is thermal emittance. Source: City of Cudahy, Cool Roof Technical Requirements.

On a pitched house, 0.25 is higher than the 0.20 aged reflectance in the state’s 2022 Energy Code, so a shingle picked only to meet the state figure can fall short in Cudahy. The handout also asks for the product’s Cool Roof Rating Council (CRRC) ID and requires the roofing product to be on site at the roof inspection. Roof repairs and replacements covering 50% of the roof or less are exempt.

The handout dates from 2019, and Cudahy adopted the 2025 edition of the County code in 2026, so we confirm the current values with the city’s Building Official before ordering material. Any roofing company in Cudahy should be able to show you the aged numbers for the product it proposes.

Roof repair in Cudahy's apartments, attached homes, and mobile homes

Of Cudahy’s 5,780 housing units (California Department of Finance, 2020), 36.8% are single-family detached houses, 23.1% are attached single-family homes, 27.2% are in buildings of five or more units, and 7.3% (420 units) are mobile homes. The 1950s were the busiest building decade (27.1% of units, ACS 2014-2018). Only 14.2% of homes are owner-occupied (ACS 2020-2024), and 31.6% of renter households had more than one person per room.

With that many people under each roof, a repair has to stop the water without moving anyone out. Trouble spots depend on the building:

  • Apartment buildings: open seams on flat roofs, loose flashing at parapets and rooftop units, and roof drains that hold water
  • Attached homes: the shared roof line, where new work on one unit has to tie into the neighbor’s roofing
  • 1940s and 1950s houses: rusted chimney flashing, cracked pipe boots, and rotted decking at the roof edge
  • Mobile homes: roofs in parks, where the permitting agency should be confirmed first

Roof restoration fits some of Cudahy’s flat roofs. On a low-slope roof with a dry deck, it means repairing seams and flashing and then coating the entire surface, with the existing roof left in place; our roof maintenance page describes the steps. If a coating is the plan, choose one listed with the CRRC so its aged reflectance can be read against the handout’s 0.65 figure for low-slope residential roofs.

Timing a Cudahy reroof around three inspection days

Cudahy contracts with Los Angeles County Fire and the East L.A. Sheriff’s Station but lists no contract for building and safety, so permits come from the city’s own small division; a 2024 city presentation listed a Building Official, a Building Inspector, and a Permit Specialist. According to the city’s Building and Safety page, these hours took effect September 14, 2026:

  • Walk-in counter at City Hall, 5220 Santa Ana Street: Monday through Thursday, 7:00 to 9:00 a.m., for questions, fee payments, and permits that need no plan check
  • Other permit submittals: by appointment, Monday through Thursday, 7:00 a.m. to 4:00 p.m.
  • Inspections: Mondays, Tuesdays, and Thursdays only, 9:30 a.m. to noon or 1:00 to 4:00 p.m.
  • Inspection requests: the city’s online form only; email and voicemail are no longer accepted

Because the product has to be on site for the roof inspection, delivery is booked ahead of an inspection slot. Any section opened for tear-off is closed in with underlayment before the crew leaves, since a missed slot can mean several days’ wait.

Cudahy cool roof, inspection, and rental roof questions

Does a small roof repair in Cudahy have to meet the cool roof values?

No. Cudahy’s cool roof handout exempts repairs and replacements that cover 50% of the roof or less. Past that point, a pitched home needs a product with aged values of at least 0.25 solar reflectance and 0.85 thermal emittance, or an SRI of 20, and a residential roof at 2:12 or flatter needs 0.65 and 0.85, or SRI 78.

The city’s handout requires it, along with the product’s CRRC ID, so the inspector can compare the material on the property with the rating listed for the job. Inspections run only on Mondays, Tuesdays, and Thursdays, so the delivery date is planned around the inspection slot rather than the other way around.

Often, if the deck and insulation are dry. Restoration repairs the seams, flashing, and damaged areas and then coats the whole surface, leaving the existing roof in place. Wet decking across large areas calls for a tear-off instead. Replacing more than half the roof brings in the handout’s values, and Cudahy’s climate zone 8 adds the state’s cool roof rule.

No. Los Angeles County’s fire hazard severity zone layer for local responsibility areas, revised August 21, 2025, shows only non-wildland land across Cudahy. Roof choices here turn on the cool roof values, the slope of the roof, and the condition of the deck.
