Roof Replacement and Roof Repair in Huntington Park's Older Homes and Apartments

Overhead Roofing handles roof replacement and roof repair in Huntington Park, where a reroof needs a separate Re-Roof Approval from the city’s Planning Division in addition to the building permit. That extra review applies to a housing stock in which 26.2% of units were built in 1939 or earlier, the largest age group in the city.

Huntington Park incorporated in 1906 and grew as a streetcar suburb for workers in the industrial districts southeast of downtown. Its 15,228 housing units now mix small houses with apartment buildings, and only 24.2% of homes are owner-occupied (ACS 2020-2024), so roof decisions here usually belong to building owners and landlords.

Huntington Park's separate Re-Roof Approval from the Planning Division

Two divisions of the Community Development Department take part in a reroof. The Planning Division processes the Re-Roof Approval Application (the current form is dated January 2026) for a $64.00 fee. The Building and Safety Division, supervised by the city’s own Building Official, handles the building permit and inspections and may ask for more items. The submittal is a completed application, a site plan that marks the work area, and material specifications showing the color and type of the new roofing.

The CRRC number is the product’s listing with the Cool Roof Rating Council. It matters because Huntington Park is in California Energy Commission climate zone 8, where the state’s 2025 Energy Code (in effect since January 1, 2026) calls for a CRRC-rated cool roof product when more than half of a pitched residential roof is replaced. Picking the product before the application goes in keeps the number and color on the form matched to what gets installed. A color change can also bring in Planning’s separate Color Application (see the questions below).

Tear-offs and new plywood on houses built before 1940

Nearly half of Huntington Park’s housing predates 1950: 26.2% was built in 1939 or earlier and another 20.4% in the 1940s. In all, 78.1% of units were built before 1980 (ACS 2014-2018, via the Southern California Association of Governments). On houses this old, the roofing may have been replaced more than once, but the decking underneath can be original.

That is the situation the city’s third scope option covers: tear-off and reroof with new plywood. Once the old roofing is off, the deck can be checked board by board. Sound decking stays; soft, water-stained, or widely gapped boards are replaced or covered with new plywood before underlayment and roofing go on. A full reroof replaces the old flashing as well.

When a tear-off isn’t needed yet, roof repairs on these houses tend to center on a few spots:

  • Flashing at chimneys, walls, and vent pipes
  • Valleys and eaves, where water collects and decking softens first
  • Flat-to-pitched transitions on buildings with both roof types, a design the city’s form treats as its own category
  • Old patches made with mismatched material

Apartment building roofing in Huntington Park

More than a third of Huntington Park’s housing units (34.5%, or 5,248 units) sit in buildings of five or more units, and 10.4% more sit in buildings of two to four units (California Department of Finance, 2020). Households are large, averaging 3.61 people, and 40.1% of renter households had more than one occupant per room in ACS 2014-2018. A leak in one of these buildings can reach several units at once, and roof work has to be scheduled around tenants who are home.

Many apartment buildings have flat or low-slope roofs, with parapets, roof drains, and rooftop equipment. Owners usually choose among three levels of work:

  • Repair: sealing failed seams, reflashing parapets and penetrations, and clearing roof drains
  • Roof restoration: when the surface is worn but the deck and insulation are dry, repairs followed by a reflective coating over the entire surface
  • Replacement: tear-off and a new low-slope system when the deck or insulation is wet across large areas

A multifamily low-slope reroof in climate zone 8 also has to meet cool roof requirements once more than half the roof is replaced, so the membrane or cap sheet is chosen with its rating in view.

Planning approval, cool roofs, and roof color: Huntington Park FAQs

Why does Huntington Park's Planning Division review a reroof?

The city requires a separate Re-Roof Approval Application, processed by the Planning Division for a $64.00 fee. Planning reviews the existing and proposed roof material, color, and design, and the form asks for the new product’s CRRC number. The building permit and inspections come from the Building and Safety Division, which may request additional items.

According to the city’s Building and Safety page, City Hall services are operating from modular buildings in the City Hall parking lot at 6550 Miles Avenue, reached from Zoe Avenue. City Hall is open Monday through Thursday, 7:00 a.m. to 5:30 p.m., and closed Fridays. The Planning Division also takes questions at planning@hpca.gov.

If more than 50% of the roof is replaced, in most cases yes. Huntington Park is in climate zone 8, where the 2025 Energy Code calls for a CRRC-rated product on pitched residential reroofs and cool roof compliance on low-slope residential and multifamily roofs. Rated shingles come in many colors besides white.

Yes. The Re-Roof form asks for the color of both the existing and the new roof, and Planning’s separate Color Application ($64.00) has its own “Roof Color” line. The code language cited on that form asks that building elements be compatible with the building’s color and design scheme, so check with Planning before ordering material for a noticeable color change.

Yes. Our emergency roof repair line is open 24/7 at (877) 557-7778. On an urgent leak, the first step is to stop water from coming in, usually with a tarp or a temporary seal, and the permanent repair follows. If the damage calls for a reroof, that work still goes through the Re-Roof Approval and the building permit.
