Roof Repair and Replacement in Beverly Hills, Built to the City's Class A Rules
Beverly Hills requires Class A fire-rated, non-wood roofs citywide and a permit for any roof change, so roof repair in Beverly Hills starts with the city’s own rulebook. Overhead Roofing is a licensed roofing company that handles roof leak repair and roof replacement here, including the documents the permit counter asks for and the design questions that come with street-visible work.

Beverly Hills is an independent city, incorporated in 1914 and surrounded by the City of Los Angeles and West Hollywood. Its 5.71 square miles held 32,701 residents at the 2020 census, most of them in the Flats between Sunset and Santa Monica boulevards. The housing is old by regional standards: 37.6% of units were built in 1939 or earlier, compared with 9.3% across the six-county SCAG region (ACS 2014-2018).
Class A and non-wood: the citywide roof rule
Beverly Hills applies its fire rule to every roof in the city, not only to homes in the hillside fire zone. The city had required fire-retardant or Class A coverings on new roofs for about two decades when a 2007 brush fire sent embers onto three Beverly Hills homes with wood roofs and damaged them. It then banned wood roofs and set July 1, 2013 as the deadline for every roof covering in the city to meet Class A fire-retardant standards.
Under the Wood Roof Ordinance, a wood roof cannot be replaced with wood, and historical properties are exempt. Owners of existing wood roofs had two ways to comply: reroof with a non-wood material under a reroof permit, or apply a temporary fire-retardant spray to a non-Class A wood roof under a no-fee permit.
The spray was meant as a temporary measure. If your house still has a treated wood roof, its replacement will be a non-wood material, and that choice is easier to make before the roof starts leaking. We can inspect the roof and tell you plainly how much life it has left.
Key dates: In 2007, embers from a brush fire damaged three Beverly Hills homes with wood roofs. July 1, 2013 was the deadline for every roof covering in the city to meet Class A. In 2025, CAL FIRE’s new map added about 260 acres of the city to the Very High fire zone.
Documents the Beverly Hills roof permit asks for
Roof permits go through Building and Safety, part of the Community Development Department, at 455 N. Rexford Drive (1st floor, 310-285-1141). You can apply online or in person; walk-in hours are Monday through Thursday, 8 to 10 a.m., or by appointment. According to the city’s roofing guidance, an application includes:
- Photos of the existing roof and the building
- An ICC-ES evaluation report for the roofing material
- A Cool Roof Rating Council (CRRC) label for the product
- One application per structure, so a house and a detached garage are filed separately
Work that extends onto City property needs a separate Public Right of Way permit.
The CRRC label ties into the state energy code. Beverly Hills is in climate zone 9, and under the 2025 California Energy Code a single-family steep-slope reroof there needs a rated cool roof with minimums of 0.20 aged solar reflectance, 0.75 thermal emittance, and SRI 16, while a low-slope reroof needs 0.63, 0.75, and SRI 75. We collect the ICC-ES report and CRRC label for the product you choose before filing, so the application is complete when it reaches the counter.
Design review for roofs you can see from the street
The city’s roofing guidance says roof projects visible from the street may need Design Review or Architectural Review, and that historical properties may face additional review. In the Central Area, any single-family project visible from the public street needs some level of design review. Staff can approve it (Track 1) only if a California-licensed architect prepares it and the house follows a pure architectural style from the Beverly Hills Single Family Style Guide. Otherwise it goes to the Design Review Commission (Track 2).
The guidance does not say outright whether a like-for-like reroof in the Central Area triggers review. We check with the city’s Urban Designer before ordering material, especially when the roof’s color, profile, or material will change.
Trousdale Estates has its own design history. The 410-acre neighborhood was built from 1954 into the 1970s, mostly as Mid-Century Modern custom homes by architects including Paul R. Williams, Wallace Neff, Cliff May, and A. Quincy Jones, and its design review board required single-story homes of at least 3,000 square feet. On a single-story house, more of the roof shows from the street, so color and profile choices deserve an early look.
The Very High fire zone now reaches south of Sunset
Before 2025, the Very High Fire Hazard Severity Zone in Beverly Hills covered the hillside area north of Sunset Boulevard, including Trousdale Estates. CAL FIRE’s revised maps add about 260 acres, mostly south of Sunset, with the new boundary running roughly between Lomitas and Elevado avenues, according to the Beverly Hills Courier (April 24, 2025). The new model also maps where embers from nearby vegetation will land, which earlier maps did not do.
A spot check of the 2025 county data in southern Beverly Hills still returns Non-Wildland. The Beverly Hills Fire Department reviewed lots split between zones and said it expects public education, not code enforcement, for the first couple of years. Whether the City Council has formally adopted the new map by ordinance is worth confirming with the fire department for your parcel.
Every roof in the city already has to be Class A, so the requirement for the roof covering is the same on both sides of the new line. The fire department can tell you what else applies to a lot inside the Very High zone.
Roof leak repair and roof replacement on Beverly Hills homes and apartments
Roof leak repair. Beverly Hills gets about 15 inches of rain a year, with occasional Santa Ana winds in winter, so a small leak can go unnoticed through a dry stretch and show up with the first storm. We trace the leak to its source and repair the flashing, underlayment, or roofing around it. On tile roofs, that can mean lifting and resetting tiles over new underlayment; on shingle roofs, it usually means replacing damaged shingles and ridge cap.
Roof replacement. We handle the tear-off, decking repairs, underlayment, and new Class A covering, along with the permit documents described above. If you are replacing a treated wood roof, the new material will change the look of the house, and on a street-visible home that may add design review to the schedule.
Apartment buildings. Buildings with five or more units are the largest housing category in the city (8,475 of about 16,443 units), and renters occupy 58.6% of households. Where an apartment building has a low-slope roof, a reroof in zone 9 has to meet the low-slope cool roof values, and we schedule the work with the property manager around tenants.
Our tile work includes a tile roof reset in San Marino and a clay tile repair at a chimney in Walnut. Our team brings 25+ years of roofing experience. We are licensed, bonded, and insured under CSLB license #1119699 (C-39 Roofing), every estimate is free, each job is backed by our workmanship warranty, and our emergency roof repair line is open around the clock.
Beverly Hills roof permit, wood roof, and fire zone questions
Does the City of Beverly Hills keep a list of approved roofers?
The city has said it does not. When it set the 2013 Class A deadline, it stated that it had not certified or approved any roofing companies for wood-roof replacements and that owners should choose a qualified contractor themselves. Check that the contractor holds an active California C-39 Roofing license and carries insurance. Overhead Roofing’s CSLB license is #1119699, and we are BBB Accredited with an A rating.
Can a historic Beverly Hills home keep a wood roof?
Historical properties are exempt from the Wood Roof Ordinance, which otherwise bars replacing a wood roof with wood. They may also face additional review for roof work. The city’s Historic Preservation Ordinance dates from 2012 (last amended February 16, 2016), and 45 buildings, parks, and public art pieces held local landmark status as of 2025. Confirm your property’s status with the city before you choose a material.
My lot sits on the new fire zone line. What changes for my roof?
The 2025 map extended the Very High zone south of Sunset, with the boundary running roughly between Lomitas and Elevado avenues, and the Beverly Hills Fire Department reviewed lots split between zones. The department said it expects to focus on public education rather than code enforcement for the first couple of years. The roof covering rule does not change, since Class A is already required citywide.
Will a reroof in the Central Area go to the Design Review Commission?
Not necessarily. Single-family projects visible from the street in the Central Area need some level of design review. Staff can approve a project (Track 1) when a California-licensed architect prepares it and the house follows a pure style from the Single Family Style Guide; other projects go to the Commission (Track 2). Whether a like-for-like reroof triggers review is not spelled out, so we ask the Urban Designer first.
Does my detached garage need its own roof permit in Beverly Hills?
Yes. Beverly Hills asks for a separate application for each structure, so a house and a detached garage roofed at the same time are two applications. Each one needs photos of the existing roof and building, an ICC-ES evaluation report for the material, and a CRRC label. If any of the work extends onto City property, a Public Right of Way permit is a separate step.
Do Trousdale Estates homes follow different roof rules?
Trousdale sits north of Sunset, in the area that was in the Very High fire zone before 2025, and a check of the 2025 county data there still returns Very High. The same citywide rules apply: a Class A, non-wood roof, a permit with ICC-ES and CRRC documents, and possible review for street-visible changes. Because the original design rules called for single-story homes, roof profile and color are worth settling early.
