Roof Repair in Calabasas, CA, and Reroofs on 1980s and 1990s Homes
Roof repair in Calabasas often leads to the City’s reroof checklist, which is written for a fire zone: it states that Calabasas is a Very High Fire Hazard Severity Zone, requires Class A roof assemblies, and does not allow wood shake or wood shingle roofs. Most of the homes it applies to are relatively recent, with a Census median year built of 1984.
Licensed, bonded and insured, CSLB #1119699

Calabasas incorporated on April 5, 1991, and 47.9% of its housing units were built in the 1980s and 1990s, many in planned communities such as Calabasas Park Estates, The Oaks, Mont Calabasas, and Saratoga Hills. Here is what roofing in Calabasas involves under the checklist’s May 2026 version, from the submittal to the deck inspection.
The Calabasas roof checklist: Class A assemblies and fire-zone details
The fire rules have recent history behind them: LA County Fire’s November 11, 2018 update on the Woolsey Fire listed Calabasas as a mandatory evacuation area. Building & Safety, at 100 Civic Center Way, (818) 224-2534, accepts reroof applications with its Residential Roof Checklist & Worksheet, which cites 2025 California Residential Code Chapter 9 and Section 504.2 of the 2025 California Wildland-Urban Interface Code. Its main requirements:
Roof assembly
Class A when tested to ASTM E108 or UL 790, with data sheets for the covering and the underlayment
Wood shake or wood shingle
Not allowed anywhere in the city
Valley underlayment
At least 72 lb, meeting ASTM D3909
Torch-down or other membrane
UL Class A listing per the product’s ESR report
Vents and materials
Attic ventilation per CRC R806; listed for Very High zone use (CWUIC 504.10)
Submittal

Typed or image signatures are sent back, so the package is assembled and signed before the tear-off date is set.
Zoning Clearance for a new roof color or a Scenic Corridor address
Some reroofs need a planning step before Building & Safety will accept them: if the property is in the Scenic Corridor, or if the roof material color is changing, a Zoning Clearance from Planning may be required first. If you are considering a different tile or shingle color, settle that question before the product is ordered.
Color is an energy question too. Points tested across Calabasas on the California Energy Commission map, from the Civic Center to Mont Calabasas and the Calabasas Highlands, fall in climate zone 9. In zone 9, a residential reroof that replaces more than 50% of the roof must use a rated cool roof product under the 2025 Energy Code, whether the roof is pitched tile, pitched shingle, or low-slope, with exceptions such as area-weighted alternatives. A new color has to clear Planning and carry a cool roof rating.
Many neighborhoods are planned or gated communities, from Calabasas Park Estates and The Oaks off Parkway Calabasas to Saratoga Hills and Steeplechase off Lost Hills Road. The City’s checklist does not address HOA approval, so if your community has an association with architectural rules, get its sign-off on material and color separately.
New tile, added weight, and the roof deck inspection
The checklist’s engineering trigger covers every re-tiling job: new tile, or any new roofing that adds more than 4 pounds per square foot, needs stamped and signed structural calculations for the existing roof and a framing plan with connection details from a California-registered engineer. An overlay that leaves the old roofing in place may also need engineering at the Building Official’s discretion. On a re-tiling job, the engineer’s work belongs in the schedule from the start.
A Roof Nail or Roof Deck inspection is required on every residential and commercial roof project, and the specified fire-zone materials must be on site for the inspector to verify. If inspections are skipped and the materials cannot be verified, the contractor may have to remove the new roofing. We stage the underlayment, valley material, and covering on site before calling for that inspection.
Homes with existing solar need one more permit first: a solar panel removal and reinstallation permit, pulled by a licensed electrical contractor, before the City issues the roof permit. Our guide to solar-ready roofing covers how the two trades line up.

Calabasas checklist questions on color, engineering, and solar
Do I need a Zoning Clearance to change my roof color in Calabasas?
You may. The City’s roof checklist says a Zoning Clearance from Planning may be required before Building & Safety accepts a reroof when the roof material color is changing or the property is in the Scenic Corridor. Ask Planning before ordering, and confirm the new color carries a cool roof rating, since zone 9 calls for one on any reroof of more than 50% of the roof.
Does re-tiling a Calabasas roof require an engineer?
Yes, when new tile goes on. The checklist requires stamped and signed structural calculations for the existing roof, plus a framing plan with connection details, from a California-registered engineer whenever new tile is installed or new roofing adds more than 4 pounds per square foot. An overlay can also need engineering if the Building Official asks for it.
What happens if the roof deck inspection is missed?
The new roof may have to come off. Calabasas requires a Roof Nail or Roof Deck inspection on all residential and commercial roof projects, with the specified fire-zone materials on site. If inspections are skipped and the materials cannot be verified, the contractor may have to remove the new roofing, so the inspection is booked before covering begins.
I have solar panels. What comes first on a roof replacement in Calabasas?
The solar permit. Calabasas requires a separate permit to remove and reinstall the panels, pulled by a licensed electrical contractor, before it issues the roof permit. Bring the electrical contractor in early, so panel removal, the tear-off, the deck inspection, and reinstallation happen in a workable order.

Overhead Roofing Inc sent Sean and Mike, who discovered the issue was actually with the parapet wall flashing. They fixed it and gave us solid maintenance recommendations. Tammi kept everything on time and within budget. Their knowledge and clarity made a huge difference.
