Roof Repair in Encino for Hillside and Mid-Century Homes
On January 10, 2025, LAFD put the Encino hills under an evacuation warning as the Palisades Fire pushed toward Encino from its northeastern edge. For roof repair in Encino, that warning area closely tracks the hillside land where the City of Los Angeles requires a Class A roof.
Licensed, bonded and insured, CSLB #1119699

Two kinds of Encino roofs take the most planning: Class A reroofs on hillside custom homes, and repairs that keep the low lines of mid-century modern and custom ranch houses. Overhead Roofing, a licensed roofing contractor (CSLB #1119699, C-39 Roofing), handles both, along with everyday leak repairs on the flats.
Where the January 2025 Palisades Fire warning reached in Encino
CAL FIRE’s January 11, 2025 update listed Evacuation Warning Area 2, bounded by Mulholland Drive and Sepulveda Boulevard on the south, the 405 on the east, Ventura Boulevard on the north, and Louise Avenue on the west. That box takes in the Encino hills. The same update extended the mandatory evacuation order zones north to Encino Reservoir. By then the fire had burned 23,654 acres and destroyed 513 structures (confirmed so far), with 12,250 more threatened.
Those lines sit over ground the fire maps already flag. In LA County’s GIS data for the 2025 state fire hazard map, a sample point in the Encino hills, near 34.145 N and 118.495 W, comes back Very High, and a sample point in the flats north of Ventura comes back Non-Wildland. The hillside zone runs up to Mulholland Drive and includes the land around Encino Reservoir, and brush clearance applies throughout it.
Class A reroofs on Encino hillside custom homes
Inside the Very High zone, LADBS accepts only Class A roof coverings. A hillside reroof can still use the express permit route, with no plan check, as long as the new covering weighs under 6 lb per square foot. Replace more than half the roof on a house and the new covering also needs a cool roof rating from the Cool Roof Rating Council (CRRC).
After World War II, Encino’s farmland was subdivided quickly, and from the late 1950s to the 1970s single-family development climbed into the Santa Monica Mountains. SurveyLA records custom Contemporary and Traditional Ranch, Late Modern, and Late Hollywood Regency houses in Encino-Tarzana, and in ZIP 91436 the Census reports the median owner-occupied home value at its top code of $2 million or more.
Class A is the rating for the covering itself. Embers also get in at the edges, so on a hillside tear-off we look at the whole roof:
- Vents: replace or screen open roof and attic vents.
- Eaves: close the open ends at the first course of tile and any gaps in open eaves.
- Gutters: clear out leaves and needles, and add guards where trees overhang the roof.
- Ridges and valleys: seal hip and ridge caps, and line valleys with metal flashing.
- Decking: replace damaged boards while the roof is open.
Keeping the low lines of mid-century and ranch roofs
SurveyLA’s list of individual resources in Encino-Tarzana names Mid-Century Modern as the most common style, followed by Ranch (Hacienda, Contemporary, and Traditional), Spanish Colonial Revival, and American Colonial Revival. The survey also notes houses by Richard Neutra, Dion Neutra, Ray Kappe, Richard Dorman, and Daniel Saxon Palmer.
Encino Village is the tract-scale version. Architect Martin J. Stern Jr. designed its more than 400 homes in modern, transitional, ranch, and Colonial styles, built in two phases from 1955 to 1957 on RKO Studio’s former Encino Ranch, and its modern ranches have low-gabled roofs.
On houses like these, the roof line carries much of the design, so a repair or reroof has to keep it intact:
- Slope: near-flat sections need a membrane made for low slopes, such as modified bitumen cap sheet or TPO, because shingles are not designed for them.
- Edges: a thin fascia and drip edge keep the roof from looking heavier than the original.
- Height: a full tear-off avoids stacking layers that raise a low gable.
- Color: a color close to the original keeps the house looking the way it was designed.
Older Encino houses raise a different issue. SurveyLA records a 1929 Storybook house at 15433 W Valley Vista Blvd with a shake roof and rolled eaves. Wood shakes and wood shingles are now prohibited citywide, so a reroof on a house like that cannot reuse shake.
Encino roof repair, inspections, and storm damage
Here is what we repair and replace on Encino roofs:
- Low-slope and flat roofs on mid-century modern houses, using cap sheet, torch-down, and TPO.
- Shingle roofs on ranch houses, including Class A shingle reroofs in the hills.
- Clay tile roofs on Spanish Colonial Revival and Hacienda Ranch houses, from cracked-tile repair to full tile replacement.
- Metal roofing repair and replacement, including standing seam profiles that follow the low lines of a modern house.
A roof inspection in Encino is the right first step when you are deciding between a repair and a reroof, because one LADBS rule affects that decision: replacing more than 50% of a roof within one year brings the whole roof up to current code, which in the hills means Class A.
For storm damage roof repair in Encino, emergency service runs 24/7: a fast response, with same-day visits when crews are available. We tarp the damaged area first, then quote the permanent repair. Overhead Roofing is BBB Accredited with an A rating, our team brings 25+ years of roofing experience to each job, and repairs and reroofs come with a workmanship warranty. Estimates are free.
Encino reroof questions, from fire zones to wood shake
Was my Encino street inside the January 2025 Palisades Fire warning area?
If it is south of Ventura Boulevard, east of Louise Avenue, west of the 405, and north of Mulholland Drive and Sepulveda Boulevard, it was inside Evacuation Warning Area 2 in CAL FIRE’s January 11, 2025 update, and mandatory order zones reached north to Encino Reservoir. The warning area and the Very High fire zone overlap heavily, but the two maps are not identical, so check your address before choosing a roof covering.
Can I patch an old wood shake roof in Encino?
Only in a small way. Wood shakes and wood shingles are prohibited citywide in Los Angeles, and the one exception is a minor repair of up to 5% of an existing wood roof, which needs a Request for Modification. Replacing more than 50% of the roof within one year brings the whole roof up to current code, and in the hills that means Class A.
Is metal roofing allowed on a mid-century house in Encino?
Metal roofing has to pass the same LADBS tests as any other covering. In the Very High zone it must be Class A. To use the express permit, it must weigh under 6 lb per square foot. On a residential replacement over 50% of the roof, it needs a CRRC cool roof rating. Because the Encino-Tarzana plan area has no HPOZ, a switch to metal does not go through HPOZ review.
Do the SurveyLA historic districts in Encino limit roof choices?
Not through historic review. SurveyLA identified ten residential historic districts in Encino-Tarzana, including Hayvenhurst Drive, Redwing-Henshaw, Encino Woods, Chardon Circle, and Escalon Drive, but recorded them as eligible, not designated, and City Planning lists no HPOZ for the area. The overlays that do apply are the Encino Streetscape Plan, the Ventura/Cahuenga Boulevard Specific Plan, and, along the ridge, the Mulholland Scenic Parkway Specific Plan, whose Design Review Board meets the first and third Wednesdays.
Can I file an Encino reroof permit online, or do I go to Van Nuys?
A qualifying reroof is an express permit with no plan review, filed online through PermitLA with an Angeleno account. A covering over 6 lb per square foot falls outside that route. LADBS sees in-person customers by appointment only, and for Valley addresses its full-service counter is in Van Nuys, at 6262 Van Nuys Blvd.
