Roofing Contractor in Hawthorne, CA, for New Roofs and Repairs

Hawthorne puts its reroof rules in one city handout, Building and Safety Info Bulletin BC 1512, and every reroof by a roofing contractor in Hawthorne, CA, has to meet it. The bulletin requires a city permit before work starts, a Class A or B roof covering anywhere in the city, and at least two inspections.

Hawthorne is also a city of renters: 72.6% of occupied homes were rented in the 2020 Census, so many decisions about a new roof in Hawthorne are made by landlords and property managers.

The Class A or B rule comes from the Hawthorne Municipal Code and applies even though CAL FIRE’s 2025 map shows no fire hazard severity zone inside the city; all of Hawthorne maps as non-wildland. Hawthorne also surrounds the unincorporated community of Del Aire on three sides, so a Del Aire home is outside the city’s permit rules even when it looks like part of Hawthorne.

The owner or contractor signs a declaration on the bulletin, agreeing to its energy and inspection requirements and waiving optional plan review. The full BC 1512 reroof bulletin is on the city’s site; permits come from Hawthorne Building and Safety, 4455 W. 126th St., (310) 349-2990.

Two inspections, attic vents, and the $86 reinspection fee

Unless a job is phased, Hawthorne requires at least two inspections: one before the roof is covered, when the inspector sees the sheathing, and a final. The bulletin adds conditions that decide whether the first visit passes:

  • Attic ventilation has to be in place at the sheathing inspection, so vents are cut and installed before underlayment goes on.
  • All roofing material has to be on site for the inspection.
  • Ladders have to be secured at the top.
  • A job that isn’t ready can be charged an $86 reinspection fee.

On a Hawthorne reroof, the tear-off is timed so the deck is open, decking repairs are done, and the vents are in when the inspector arrives. That keeps the fee off the bill, and on a rental it cuts the number of days the roof is open over tenants. If ventilation is in doubt, an attic inspection before the job settles what the roof needs.

Zone 8, a zone 6 corner, and the bulletin's cool roof values

California’s Energy Code sets cool roof requirements by climate zone, and Hawthorne straddles two. City Hall and the north and central parts of the city are in zone 8; a southwestern corner is in zone 6. For one- and two-family homes replacing more than 50% of the roof, BC 1512 lists these values from the 2022 Energy Code:

Roof type
Aged reflectance / emittance
Or SRI
Roof type

Steep (pitched) roof

Aged reflectance / emittance

0.20 / 0.75

Or SRI

16

Roof type

Low-slope roof

Aged reflectance / emittance

0.63 / 0.75

Or SRI

75

In zone 8, the state rule applies to both pitched and low-slope residential reroofs. In the zone 6 corner, a pitched roof on a house doesn’t need a cool roof product, but a low-slope residential roof still does, as do low-slope roofs on apartment buildings and commercial properties. The bulletin dates from 2023, so the current values are confirmed with the city when the permit is pulled.

Roof repair and new roofs for Hawthorne's aerospace-era housing

Hawthorne grew with the aircraft industry. Northrop was founded here in 1939 and built the P-61 Black Widow at Northrop Field, today’s Hawthorne Municipal Airport, and the former Northrop plant is now SpaceX headquarters. The population went from 8,263 in 1940 to 16,316 in 1950, 33,035 in 1960, and 53,304 by 1970.

On a house or apartment building from those decades, the first visit looks for earlier roof layers (which decide whether a recover is allowed), decking condition, and the attic ventilation the city will check. The city has 31,578 housing units, most of them rented, and the work we take on in Hawthorne splits by owner:

  • Homeowners: roof repair in Hawthorne for leaks at flashing, vents, and worn shingles, and new roofs with tear-off, decking repairs, and a Class A or B covering.
  • Landlords and property managers: flat roof repair and replacement on apartment buildings, plus drain and parapet work.
  • Storm damage: 24/7 emergency repair, with damage documented in photos and a written estimate the owner can send to the insurer. We don’t file, negotiate, or settle claims.

Hawthorne BC 1512 questions on wood roofs, recovers, and asbestos

Can I replace my wood shake roof with new wood shakes in Hawthorne?

No. Hawthorne Municipal Code 15.05.030 prohibits new wood shakes or shingles and requires a Class A or B fire-rated roof covering, and BC 1512 repeats both rules. A wood roof coming off a Hawthorne house is replaced with another material, such as asphalt shingles, concrete or clay tile, or a low-slope membrane, as long as it carries a Class A or B rating.

Sometimes. BC 1512 allows a recover only when the existing covering is suitable to go over, and the new roof may not weigh more than the old one unless a plan reviewer decides whether an engineer needs to confirm the structure. If the old roof is curling, holding water, or already has a second layer, a tear-off is the more reliable path to a new roof in Hawthorne.

It can. BC 1512 requires a Fire Department permit for asphalt kettles or other heat-producing roofing equipment, which takes in hot-mopped built-up roofs and torch-applied systems. Ask which equipment the chosen system uses before the job is scheduled, so both the building permit and any Fire Department permit are in hand when the crew starts.

BC 1512 says asbestos in existing roofing must be handled under Rule 1403 of the South Coast Air Quality Management District, the regional air agency, not the city. On an older Hawthorne roof, suspect materials should be identified before tear-off so their removal follows that rule. The roof replacement is then scheduled once that part of the job is cleared.
