Roofing in Gardena After the City's 2026 Code Update

Gardena sets its own fire-rating floor for new roofs: under Gardena Municipal Code 15.10.060, every reroof must be at least Class B, even though no part of the city is in a fire hazard zone. Roofing in Gardena also has to meet the cool roof rule for climate zone 8, which covers the whole city, so a full roof replacement here needs a product that satisfies both.

The City adopted the 2025 California Residential Code with local amendments, and Ordinance 1888, adopted on March 10, 2026, updated its building and residential code chapters. Here is what the current rules mean for a reroof on a Gardena house or rental building.

Class A or B on every Gardena reroof: Municipal Code 15.10.060

The amendment states that “a minimum Class A or B roofing shall be installed,” and Gardena’s amended Table R902.1 makes Class B the minimum for new buildings, reroofs, and additions of every construction type. The text is in Gardena Municipal Code Chapter 15.10, with the City’s other residential code amendments.

The requirement is local, not a fire-map rule: on CAL FIRE’s 2025 fire hazard map for Los Angeles County, Gardena has no Moderate, High, or Very High zone at all. The Class A or B minimum applies on every street, from Hollypark in the north to the blocks around City Hall on 162nd Street. Before anything is ordered, the product listing has to show a Class A or Class B rating; an unrated covering cannot be installed as a reroof.

Zone 8 cool roofs on Gardena's postwar tract homes

Gardena was once called “Berryland” for its strawberry fields. As it grew into a Los Angeles suburb, many Japanese American families moved into the new tract homes being built there. A reroof on one of those houses now has to clear two rules at once.

All three Gardena ZIP codes, 90247, 90248, and 90249, are in California Energy Commission climate zone 8. Under the 2025 Energy Code, replacing more than 50% of the roof on one of those houses requires a rated cool roof product, on a pitched roof as well as a low-slope one. Low-slope roofs on apartment buildings and commercial property need one too. Exceptions exist, such as area-weighted alternatives and some roof decks.

For a tract house, the two rules narrow the product list to shingles or tile that carry both a cool roof rating and a Class A or B fire rating. If you want a tile roof installer in Gardena, CA, to move a house from shingles to tile, the framing also needs to be checked for the added weight; our guide to switching from shingles to tile covers what that involves.

Gardena permit timing: the 3 p.m. inspection cut-off and quadruple fees

Gardena’s code puts a price on starting early. Under GMC 15.10.040, work begun before a permit is issued is charged quadruple permit fees, and under GMC 15.10.030, a permit expires if work does not start within 12 months or stops for 12 months. The tear-off date gets set after the permit is issued, not before.

Inspections are requested on the City’s inspection line, (310) 217-9510. Requests made by 3:00 p.m. are scheduled for the next day, and field inspections run from 8:30 a.m. to 4:30 p.m. On a reroof, we place each request before the cut-off on the day before that stage is ready, so the crew is not left with an uncovered roof and no inspector.

If rooftop solar is part of the plan after the reroof, Gardena has a separate expedited permit process for small residential rooftop systems in Chapter 15.28 of its code.

Roofing in Gardena for houses and rentals: replacement, tile, and repairs

Overhead Roofing holds C-39 Roofing license CSLB #1119699 and is bonded, insured, and accredited by the BBB with an A rating. As a roofing contractor in Gardena, with a team that has 25+ years of roofing experience, we take on:

  • Roof replacement in Gardena: tear-off, decking repair, and new shingles or tile with a Class A or B rating and a cool roof rating, under a City permit.
  • Tile roofs: tile repair for cracked or slipped pieces, and new tile installation in concrete or clay.
  • Rental property: pitched and low-slope roofs on duplexes and apartment buildings, scheduled around tenants. In the 2020 Census, 52.7% of Gardena’s occupied units were rented.
  • Leaks and emergencies: flashing, vent, and valley leaks, plus a 24/7 phone line for when water is coming in or a storm has damaged the roof.

Estimates are free and list the permit, the product’s fire and cool roof ratings, and how damaged decking will be handled. The work carries our workmanship warranty. For storm damage, we document the roof in photos and a written estimate you can submit to your insurer, and the claim itself is yours to handle. Call (877) 557-7778.

Gardena reroof questions on fire ratings, cool roofs, and permit fees

Can I install a Class C roof on my Gardena house?

No. Gardena Municipal Code 15.10.060 requires a minimum Class A or B roof covering, and the City’s amended Table R902.1 sets Class B as the floor for reroofs, new buildings, and additions. The rule applies citywide, even though CAL FIRE’s 2025 map shows no fire hazard zone in Gardena. Check the rating on the product listing before anything is ordered.

Yes, if more than 50% of the roof is replaced. All of Gardena is in climate zone 8, where the 2025 Energy Code requires a rated cool roof product on pitched and low-slope residential reroofs of that size, with exceptions such as area-weighted alternatives. Choose a product and color that carry the cool roof rating as well as a Class A or B rating.

The permit fees are quadrupled. GMC 15.10.040 charges four times the normal permit fee when work begins before a permit is issued, and a reroof is no exception. Set the tear-off date only after the permit is in hand, and keep the clock in mind, since a Gardena permit expires if work does not start within 12 months.

The City does, through the Building & Safety Division of the Community Development Department at 1700 W. 162nd St., (310) 217-9530. The division is led by a contract building official, and permit applications can be filed online through the City’s website. The public counter is open Monday through Thursday from 7:30 a.m. to 5:00 p.m. and on alternate Fridays until 4:00 p.m.
