Roofing Company in Hermosa Beach, CA, for Roof Decks and Flat Roofs
Hermosa Beach fits 10,038 housing units onto 1.42 square miles (2020 Census), and its roofs show it: flat roofs over duplexes and small apartment buildings, roof decks, and older cottages on tight lots. For a roofing company in Hermosa Beach, CA, two city rules shape almost every reroof: Class A roofing on any job covering 50% or more of the roof, and a Coastal Development Permit or exemption before the building permit is issued in the Coastal Zone.
Licensed, bonded and insured, CSLB #1119699

Hermosa Beach has been a city since January 14, 1907, and reroof permits come from its Building & Safety Division at 1315 Valley Drive, (310) 318-0235. Here is what those two rules, the climate zone, and the marine layer mean for a roof here.
Class A at half the roof or more, with no fire zone on the map
The City’s building permit application includes an affidavit: roofing installed under the permit must have a minimum Class A fire-retardant rating, unless the new covering is less than 50% of the existing roof area of the whole structure. A repair below that line falls outside the requirement, while a reroof of half the roof or more has to be Class A.
The rule is the City’s own. CAL FIRE’s March 24, 2025 list of Los Angeles County cities with any mapped fire hazard acreage leaves out Hermosa Beach, along with its neighbors Manhattan Beach and Redondo Beach.
The same permit application has a Re-Roof Only section that asks for the roof pitch, the number of roofing squares, how many layers are already on the roof, the existing and proposed roofing type (asphalt, wood, metal, cement or tile, membrane, or other), and whether solar panels are already installed. We count the layers and measure the squares at the estimate visit, so the application matches what the inspector finds.
The Coastal Development Permit comes before the reroof permit
If the property is in the Coastal Zone, the applicant has to give the City a Coastal Development Permit or an exemption before the building permit is issued. Ask Community Development early whether your parcel is in the zone and which of the two applies, because the roofing permit waits on that answer.
The application also warns that a project may need review by LA County Fire, Public Works, a Waste Reduction Plan, or a Standard Urban Storm Water Mitigation Plan, and that protection for pedestrians and adjacent property, along with best management practices, may be required. On a narrow beach lot, that means deciding before the tear-off where debris will go, how the sidewalk stays clear, and how the house next door is protected.
Community Development is open Monday, Tuesday, and Thursday from 7:00 a.m. to 6:00 p.m. and Wednesday from 1:00 to 6:00 p.m. Building inspections are booked online at least one day ahead.
Roof decks, duplex flat roofs, and the zone 6 cool roof rule
Census figures for 2020-2024 show how tightly Hermosa Beach is built: 43.8% of housing units sit in buildings of two units or more, 1,076 of them in duplexes, and another 9.3% are attached single-family homes. Roof decks are common enough that the City lists “Decks, roof decks, and/or patio covers” among the work that needs a permit before it starts, next to re-roofing, and work begun without a permit can have its fee quadrupled.
Hermosa Beach is in climate zone 6. Under the 2025 Energy Code, a pitched residential reroof over 50% of the roof does not need a rated cool roof, but a low-slope residential reroof does, and that covers flat roofs and roof-deck surfaces on houses and apartment buildings, with some roof-deck exceptions. Commercial low-slope reroofs need a cool roof in all climate zones, including this one.
Morning fog is common in May, June, and early July, and westerly sea breezes blow most of the year, so water left near a drain or under deck boards dries slowly. On a flat roof or deck, we check the drains, scuppers, parapet coping, and the flashing where the deck meets walls and door thresholds first.
Our roofing company in Hermosa Beach, CA, on cottages, duplexes, and storefronts
The median Hermosa Beach home was built in 1968, 70.5% of housing units predate 1980, and 1,160 units were built before 1940, while about 1,316 date from 2000 or later. Our work here covers that range:
- Roof repair in Hermosa Beach: leaks at flashing, skylights, and roof-to-wall joints on pitched roofs, and at drains and seams on flat roofs.
- Roof replacement: tear-off, decking repair, and a Class A covering, with the layer count and squares ready for the Re-Roof Only application.
- Roof decks: the low-slope membrane under the deck, with waterproofing at walls, thresholds, and drains.
- Commercial roofing contractor work: cool-rated low-slope reroofs on storefronts and other commercial buildings around Pier Plaza and downtown.
- Emergency repair: a 24/7 line, with tarping or a temporary seal until the permanent repair.

Hermosa Beach reroof questions on Class A, coastal permits, and decks
Do I need a Coastal Development Permit to reroof in Hermosa Beach?
If the property is in the Coastal Zone, you need either a Coastal Development Permit or an exemption, and the City requires it before the building permit is issued. Ask Community Development at (310) 318-0235 whether your parcel is in the zone and which applies, and allow time for that step before you order materials.
Does a partial roof repair in Hermosa Beach have to be Class A?
Not if it stays small. The permit affidavit requires Class A roofing unless the new covering is less than 50% of the existing roof area of the whole structure. A repair below that line is outside the Class A requirement. A reroof of half the roof or more must be Class A, even though Hermosa Beach has no fire hazard zone.
Does my roof deck surface need to be a cool roof?
Often, yes. Hermosa Beach is in climate zone 6, where the 2025 Energy Code calls for a rated cool roof when more than half of a low-slope residential roof is replaced, and deck surfaces on houses and apartment buildings count as low-slope roof. Some roof-deck exceptions apply. A pitched roof in zone 6 does not need one.
Can I add a roof deck when I reroof in Hermosa Beach?
Only with a permit for the deck. The City’s permit guidance lists decks, roof decks, and patio covers as work that needs a permit before it starts, the same as a reroof, and work begun without one can have its fee quadrupled. Ask Community Development what the deck requires, including any zoning review, before the design is final.

William and Mike from Overhead Roofing Inc came highly recommended, and now I know why. They handled the repairs quickly and thoroughly, and even checked nearby spots without being asked. Sherry from the office made billing and follow-up a breeze. Great, thank youPosted on Google darkest flowerTrustindex verifies that the original source of the review is Google. Our office in Sierra Madre started having ceiling leaks. Overhead Roofing Inc sent Sean and Mike, who discovered the issue was actually with the parapet wall flashing. They fixed it and gave us solid maintenance recommendations. Tammi kept everything on time and within budget. Their knowledge and clarity made a huge difference.
