Roof Repair in Hawaiian Gardens and Roof Replacement on an Express Permit

Roof repair in Hawaiian Gardens and full roof replacement follow rules set by the city’s own Building & Safety Division, which publishes its own roofing handouts. A standard reroof is on the city’s express permit list with no plan check, but inspections happen only three afternoons a week.

Hawaiian Gardens covers 0.95 square miles, the smallest city in Los Angeles County by area, with 3,807 housing units (2020 Census) and an estimated 13,373 residents. Households average 3.47 people, and only 43.8% of homes are owner-occupied (ACS 2020-2024), so most homes here are rented, and roof work is usually done with tenants at home.

Express reroof permits from Hawaiian Gardens Building & Safety

Hawaiian Gardens has been an independent city since April 9, 1964, and its Building & Safety Division, part of the Community Development Department on Pioneer Boulevard, is responsible for building and safety standards for all construction in the city. Roof permits come from the city, not Los Angeles County Public Works.

A re-roof is on the city’s “Express Permits – No Plan Check Required” list (handout B-005), so a standard reroof permit skips plan review. The division also publishes two roofing handouts: B-014 for wood shakes and shingles and B-015 for residential reroofing. Handouts B-005 and B-014 are dated January 5, 2015, before the 2025 California codes took effect on January 1, 2026, so current requirements should be confirmed with the division before work starts.

Who pulls the permit matters for rental owners. Under handout B-019, only the owner of an owner-occupied single-family home may pull a permit as an owner-builder; other projects need a licensed contractor. Overhead Roofing holds CSLB license #1119699 (C-39 Roofing).

Inspections on Monday, Tuesday, and Thursday afternoons

Building inspections in Hawaiian Gardens are done only on Monday, Tuesday, and Thursday between 1:00 and 4:00 p.m., and each one must be requested at least 24 hours in advance. That adds up to nine inspection hours a week, so a reroof schedule works backward from those windows. A stage that is ready on Tuesday evening can’t be inspected before Thursday afternoon, and work finished on Thursday evening waits until Monday.

We time a tear-off so the roof is dried in and protected while it waits for the inspector, instead of leaving bare decking exposed over a weekend.

Wood shake tear-offs and the Class C minimum

Handout B-014 sets the city’s rules for wood roofs. Wood shakes or shingles are not allowed unless they are fire-retardant-treated, and every roof covering must be at least Class C, tested to UL 790 or ASTM E 108. Existing shakes or shingles in the area being replaced must be removed and replaced with roofing rated at least Class C.

The size of the job decides how far the rule reaches. Once a job, or several jobs within one year, replaces more than 50% of the roof, the whole roof covering has to meet the fire-retardant, Class C minimum. When the work covers half the roof or less, the requirement applies only to the new section. On a house with an older shake section, a large repair can become a whole-roof decision, and the old shakes and the new roofing are best handled as one roof removal and reroof.

Hawaiian Gardens has no Moderate, High, or Very High fire zones on CAL FIRE’s 2025 map for Los Angeles County, so these requirements come from the city’s handout rather than a fire zone map. The 50% line also brings in a state rule. The whole city is in climate zone 8, and under California’s 2025 Energy Code, a pitched residential reroof covering more than half the roof needs a rated cool roof product; low-slope residential, multifamily, and nonresidential roofs are covered too.

Hawaiian Gardens express permit and wood shake FAQs

Does a reroof in Hawaiian Gardens need plan check?

No. A re-roof is on the city’s “Express Permits – No Plan Check Required” list (handout B-005), so a standard reroof skips plan review. It still needs a permit from the Building & Safety Division at 21815 Pioneer Boulevard, plus city inspections, which are held only on Monday, Tuesday, and Thursday afternoons.

Partly. Under handout B-014, shakes or shingles in any area being replaced must come out and be replaced with roofing rated at least Class C, and new wood shakes must be fire-retardant-treated. Replace 50% or less, and the untouched sections can stay; replace more than half within a year, and the entire roof covering has to meet the minimum.

No. Handout B-019 allows owner-builder permits only for the owner of an owner-occupied single-family home, so a rental reroof needs a licensed roofing contractor. With 43.8% of the city’s homes owner-occupied, that rule applies to a large share of the roofs here. Overhead Roofing holds CSLB license #1119699 (C-39 Roofing).

Restoration generally refers to repairing a sound roof and coating it rather than replacing it, a method meant for flat and low-slope roofs. For an old wood shake roof, it isn’t the path the city’s rules point to, since handout B-014 requires shakes in any replaced area to come out. On a pitched shingle roof, the realistic choices are repair or replacement.
