The rule lands hardest on older houses. Goleta’s median home was built in 1973, and the 1960s alone account for 4,364 of its 12,939 units (33.7%), more than any other decade. On a 1960s ranch house, one leak repair can raise the question of the whole roof.
Goleta's own Class A rule, Municipal Code 15.11
Goleta became a city on February 1, 2002, and adopts its own amendments to the state codes. Goleta Municipal Code 15.11.020(B) amends California Residential Code R902.1.3: where more than 50% of the total roof area is replaced within any one-year period, the entire roof covering must be fire-retardant and at least Class A, and any roofing used to alter, repair, or replace an existing roof must also be Class A. Section 15.01.020(C) makes the same change to the Building Code, which covers apartments and shops.
In practice, that means three things for roofing in Goleta:
- Repairs add up over a year. Two partial jobs within twelve months that together pass half the roof area trigger a full Class A roof.
- Patch material needs the rating too, even on a small leak.
- The fire map doesn’t change it. The rule applies citywide, in a hazard zone or not.
Just outside the city, the rules differ. The Santa Barbara County Fire Safe Council’s roof guide notes that unincorporated County areas exempt up to 100 square feet of roofing per calendar year from permits. Isla Vista and the unincorporated land between Goleta and Santa Barbara stayed outside the city in 2002, so confirm which side of the line your address is on.
Sundowners, the Holiday Fire, and the 2025 Very High acres
Sundowner winds blow in Goleta as well as Santa Barbara. On July 6, 2018, at about 8:30 p.m., the Holiday Fire started at the top of Fairview Avenue in the Goleta foothills. Driven by 30 mph sundowners, with gusts of 30 to 40 mph logged on home weather stations, it burned 113 acres, destroyed 10 homes and 13 other structures, and damaged three more homes. Investigators blamed Southern California Edison power lines, high winds, and tree limbs.
Until 2025, Goleta had no Very High fire hazard land. CAL FIRE’s new figures list 413.9 acres of Local Responsibility Area Very High in the city, plus 214.3 acres High and 733.1 Moderate. On July 8, 2025, the City filed a CEQA notice for its ordinance adopting the State Fire Marshal’s map: new structures in the Very High zone must meet Building Code Chapter 7A, and every structure there must keep 100 feet of defensible space.
For a reroof, the map matters less here than in most cities, since GMC 15.11 already requires Class A across Goleta. Where the Very High rating does add work is the yard, through the defensible space rule.

If I split a roof repair in Goleta, CA, across two jobs, can I avoid the Class A rule?
No. Goleta Municipal Code 15.11.020(B) counts everything replaced within any one-year period, so two jobs that together pass 50% of the total roof area within a year require Class A on the entire roof. Spacing them further apart doesn’t help either, because any covering used to repair or replace an existing roof in Goleta must be Class A on its own.
Does a roofing contractor in Goleta follow City or County rules?
It depends on the address. Inside Goleta city limits, the City’s own code amendments apply, including the citywide Class A rule, and the permit comes from the City of Goleta at 130 Cremona Drive. Isla Vista and the unincorporated Goleta Valley stayed under Santa Barbara County when the city incorporated in 2002, so a different set of rules applies there.
Is my Goleta home inside the new Very High fire zone?
Check by address. Point checks on CAL FIRE’s 2025 map in Old Town, Ellwood, the Lake Los Carneros area, and north of Cathedral Oaks near Patterson came back NonWildland, but the city now has 413.9 acres of Very High, its first. The Glen Annie foothills just north of town are State Responsibility Area Very High. Inside the city, a reroof needs Class A either way.
Do I need a cool roof when I replace a Goleta condo or apartment flat roof?
Yes, if more than half of a residential low-slope roof is replaced. Goleta (ZIP 93117) is in building Climate Zone 6, where that work calls for a rated cool roof; commercial low-slope roofs need one in every zone. Pitched shingle and tile roofs on houses have no cool roof rule here, though the City’s Class A rule still applies.
