Roofing Contractor in Casitas Springs, CA, on the State's Very High Fire Map
A roofing contractor in Casitas Springs, CA, has two rules to meet on a full replacement: CAL FIRE rates the center of the community Very High on its state fire hazard map, so the new roof must be Class A, and the town is in Climate Zone 9, where the product also needs a cool roof rating. Because Casitas Springs is unincorporated, Ventura County issues the permit.

Overhead Roofing handles roof repair and reroofing projects in Casitas Springs, the Highway 33 community between Ventura and Oak View. We schedule each inspection visit in advance. This page walks through the fire rating, the County’s upgrade rule for older homes, and drainage on lots near Fresno Canyon.
Roofing contractor in Casitas Springs, CA: Class A on the state's Very High map
Casitas Springs sits along the Ventura River at about 289 feet, roughly 1.2 miles east of Lake Casitas and 2 miles south of Oak View. Its center lies in a State Responsibility Area, so the rating comes from CAL FIRE’s state fire hazard map rather than the Local Responsibility Area maps released in March 2025, and the state map rates it Very High.
That rating determines the roof covering. Under California’s building standards, a replacement roof in a Very High zone must carry a Class A fire rating, so plan on Class A for any full reroof here and check that the estimate names a Class A product.
As the Thomas Fire approached in December 2017, all of Casitas Springs was placed under a mandatory evacuation order, and by December 13 the fire had encircled Lake Casitas and the Ojai area. In all, it burned 281,893 acres and destroyed 1,063 structures.
Section 712A puts the roof first on homes built before July 2008
Ventura County’s building code adds a rule for existing houses. Under Section 712A, summarized in the County’s B-105 handout, a home built before July 1, 2008 that undergoes alterations, structural repairs, or an addition must have its wildfire-exposure features upgraded in priority order. The roof comes first and must meet Section 705A; attic and underfloor vents follow, then walls and eaves. The upgrade cost can be limited to 10% of the overall construction cost of the project.
For a Casitas Springs owner planning a remodel or an addition, that means the roof may have to come up to current wildfire standards as part of the job, so price it into the plan from the start. The County’s 2022 code amendments, effective for applications received on or after January 1, 2023, added further provisions for construction in fire zones.
Roof repair in Casitas Springs, plus Zone 9 products and Fresno Canyon runoff
Our roof repair work in Casitas Springs covers lifted or broken shingles, cracked tile, flashing leaks at chimneys and vents, and worn low-slope sections. We also handle full reroofs using Class A materials. A full replacement also falls under the state energy code. The California Energy Commission places Casitas Springs in Climate Zone 9, and Title 24 requires a covering listed by the Cool Roof Rating Council whenever a shingle, tile, or metal replacement covers more than half the roof. Low-slope roofs need a cool roof too, with some exceptions.
Flooding is the second hazard. FEMA says homes near the confluence of Fresno Canyon and the Ventura River flood repeatedly, and a project there adds a debris basin above Highway 33 and a 12-foot concrete pipe to the river to cut flood risk for 56 homes. In 2005, floodwater affected many homes and closed Highway 33, and the County notes that sediment from Fresno Canyon fills the concrete channel through town, sending water and mud toward homes on the south side. A roof can’t stop that, but on these lots the drip edges, gutters, and downspouts should carry roof water away from the walls and be cleared before the rainy season.

Casitas Springs questions on County permits, fire ratings, and winter timing
Who issues a reroof permit in Casitas Springs?
Ventura County Building and Safety, part of the County’s Resource Management Agency, because Casitas Springs is unincorporated. Applications go through VC Citizen Access. County Building and Safety in Ventura, on the third floor of the Government Center Administration Building, is open Monday through Wednesday and Friday from 8 to 4 and Thursday from 9 to 4 (805-654-2771). Inspection requests go to 805-654-2791, or by text to 844-405-1846.
Is every Casitas Springs address rated Very High?
The center of the community is Very High on CAL FIRE’s state map, and parcels at the edges should be checked one by one. Across unincorporated Ventura County, Very High land now tops 31,000 acres, five times the area on the 2011 maps, according to ABC7’s review of the new maps. We confirm your parcel’s rating before writing the estimate.
Does a Casitas Springs reroof need both Class A and a cool-rated product?
On a full replacement of a shingle, tile, or metal roof, generally yes. The Very High rating requires a Class A roof covering, and the Zone 9 energy rule adds a cool roof rating requirement once more than 50% of a sloped roof is replaced, with some exceptions. Our estimate lists the product and color and shows how it meets both rules.
When is the best time to schedule roof work in Casitas Springs?
Spring through fall. The largest Ventura River floods recorded at Foster Park, just downstream, came in January 1969, February 1978, February 1992, and January 2005, and the 2005 storms also closed Highway 33 through town. Scheduling a reroof for the dry months means the roof deck is closed up before winter. We book Casitas Springs visits in advance, so plan the call early.
