Roofing in Santa Paula, CA: Repairs and Reroofs on Older Homes

Most roofing in Santa Paula, CA, is work on older houses: 72.6% of the city’s 10,149 housing units were built before 1980, and the median home dates to 1970. Those roofs also take valley heat, a record high of 110°F, and Santa Ana winds that the Santa Clara River Valley can funnel toward town.

Roofing in Santa Paula, CA: repair or replace on pre-1980 homes

The oldest houses in Santa Paula are near downtown Main Street, a mix of bungalows, cottages, Craftsman homes, and Victorian-style houses. Census figures (ACS 2020-2024) count 893 homes built in 1939 or earlier, and just over half of all units predate 1970. The City’s 2021-2029 Housing Element estimates, from staff observations, that about 40% of the housing stock, roughly 3,600 units, needs some type of repair.

On houses that age, the current roof is rarely the first, and the decking, the flashing at chimneys and walls, and any leftover layers can’t be judged until the roofing is opened up. A repair fits a contained problem: a few lifted shingles, cracked or slipped tile, or one failed flashing joint. When leaks show up in several places or the shingles are brittle across the roof, a full reroof is usually the better choice, and the tear-off is when damaged deck boards get replaced.

For roof repair in Santa Paula, we work on shingle and tile roofs, wind-loosened ridge cap, flashing at chimneys and vents, and low-slope sections over porches and additions. A reroof runs from tear-off and deck repair to new underlayment, flashing, and a covering that meets the rules below. Overhead Roofing holds CSLB license #1119699 (C-39 Roofing), is bonded, insured, and BBB Accredited with an A rating, and our team brings 25+ years of roofing experience to every free estimate.

Summer heat and Santa Ana gusts on Santa Paula roofs

Mean daily highs in Santa Paula reach 80.7°F in July and 82.7°F in August. Long dry summers age asphalt shingles and the underlayment under tile, so a worn roof often gets through the hot months and then leaks in the first heavy winter storm.

Wind adds a second load. Santa Ana gusts up to 60 mph drove the Thomas Fire’s first run in December 2017, and ridgeline gusts reached 70 mph the next day. Wind like that lifts aged shingle tabs, works ridge cap loose, and shifts tile set without enough fasteners, so after a Santa Ana event, check the ridge and the roof edges first. Our ridge cap replacement page explains that repair.

A full replacement also brings in the state’s energy rules: the California Energy Commission places Santa Paula (ZIP 93060) in Climate Zone 9, and when a reroof covers more than half of a shingle or tile roof, Title 24 requires a cool roof product with a Cool Roof Rating Council rating. Low-slope replacements need a cool roof too, with some exceptions. Repairs under half the roof are not affected, and our reroof estimates name the rated product and color.

The Very High east side and three fires around Santa Paula

Three large fires have burned near town since 2017. The Thomas Fire began on December 4, 2017, at Highway 150 and Highway 126 north of Santa Paula and burned 281,893 acres. The Maria Fire started on South Mountain on October 31, 2019, grew from 50 to 750 acres in about an hour, and put more than 1,800 homes under mandatory evacuation. In November 2024, the Mountain Fire burned nearly 20,000 acres just south of Santa Paula and Fillmore.

CAL FIRE’s new local fire hazard maps for Ventura County, released March 10, 2025, divide the city. Sample points rate downtown and the west side NonWildland, the north edge along the foothills High, and the east side near Santa Paula Creek and Harvest at Limoneira Very High. In that Very High area, California’s building standards require a Class A roof covering on a replacement, so any roofing contractor in Santa Paula should confirm the rating for your exact address before pricing materials.

Older houses on the Santa Paula Creek side face that rule at their next reroof, and the newer homes at Harvest at Limoneira will face it later (see the questions below). Our Ventura County roofing guide covers the fire maps for the rest of the county.

Santa Paula permit, landmark, and east-side roof questions

Who issues reroof permits in Santa Paula?

The City of Santa Paula, for addresses inside city limits. Santa Paula has its own Building and Safety Director, and its building rules follow the California codes with only minor local amendments. Single-family homes on existing lots skip the City’s Project Review Committee, which reviews other permit projects in about 7 to 14 days. We confirm the current submittal steps with the City before scheduling a job.

Not for a single-family home on an existing lot. Municipal Code Section 16.226.020 applies design review, including exterior materials, textures, and colors, to commercial, industrial, and multifamily projects and exempts single-family homes and their additions. If your house is a designated landmark under the City’s Historic Landmark Overlay zone, ask the City about added review before choosing a material.

Yes, if your lot is in the Very High zone. Sample points for East Area One, the plan for up to 1,500 homes on about 501 acres that includes Harvest at Limoneira, fall in Very High on CAL FIRE’s March 2025 map, and California requires a Class A roof covering when a roof in that zone is replaced. Building started in 2016, so a replacement may be years away; when it comes, the estimate should name a Class A product.

Late spring through early fall. Most of Santa Paula’s 17.38 inches of yearly rain falls in January and February, when an open roof deck is more likely to get wet. If your roof is leaking now, schedule the repair before winter storms start. We book Santa Paula visits in advance, and the 24/7 line at (877) 557-7778 takes emergency calls.
