Roofing in Ventura, CA, Above and Below Foothill Road

Roofing in Ventura, CA, follows two sets of rules, and Foothill Road runs close to the line between them. Above it, the hillside neighborhoods that burned in the 2017 Thomas Fire are rated Very High for fire; below it, Midtown, the Ventura Keys, and east Ventura sit on flat, ocean-cooled ground with no fire hazard rating.

Overhead Roofing handles roof repair and reroofing projects in Ventura and schedules inspection visits in advance. The sections below cover the hillside rules, the coastal flats, and the City’s all-online permit process.

Above Foothill Road: Class A roofs on the Thomas Fire hillsides

On the night of December 4, 2017, Santa Ana winds gusting up to 60 mph pushed the Thomas Fire from its start north of Santa Paula into Clearpoint, Ondulando, and Skyline. The City’s five-year report counts 535 buildings destroyed in Ventura, 504 of them homes, and 150 damaged. By December 2022, 320 single-family rebuilds were complete, 65 were under construction, 36 were in plan check, and 76 lots had no permit application.

On July 1, 2025, the City Council adopted an updated fire hazard map that classifies more than 4,600 acres as High or Very High. Sample points on CAL FIRE’s 2025 map rate the hillside band above Foothill Road and the slope above City Hall as Very High, and downtown at Main Street as High. In a Very High zone, California’s building standards call for a Class A covering on any replacement roof, and the City’s Fire Hazard Reduction Program requires brush management in High and Very High zones by June 1 each year.

Rebuilt houses carry new roofs. Hillside homes that survived the fire still have older ones, and their next replacement has to meet the Class A rule. The same Santa Ana winds that drove the fire also lift loose tile and shingles on those slopes; our tile roof repair page covers slipped and cracked tile.

Below Foothill Road: salt air, Zone 6, and older homes on the flats

Sea breezes keep the flats mild, with a mean daily high near 71°F and about 16 inches of rain a year, though Santa Ana winds still reach the city and can push temperatures up sharply. Near the beach, the concern is corrosion from salt spray. FEMA’s coastal construction guidance calls for stainless steel tile straps, fasteners, and clips on roofs within 3,000 feet of the ocean, which applies to beach-side areas such as Pierpont and the Ventura Keys.

The California Energy Commission puts Ventura’s ZIP codes (93001, 93003, and 93004) in Climate Zone 6. There, Title 24 sets no cool roof requirement when the shingle or tile roof on a house is replaced. Low-slope roofs are different: replacing more than half of a residential or multifamily low-slope roof calls for a cool roof, and commercial low-slope roofs need one in every zone. Buildings of five or more units hold 21.6% of Ventura’s housing, and where those roofs are low-slope, the rule applies; our flat roof repair page covers that work.

Much of the city’s housing is decades old. Of Ventura’s 44,344 housing units, 63.0% were built before 1980 and 3,533 in 1939 or earlier (ACS 2020-2024). Ventura also has five historic districts, Mission, Mitchell Block, Selwyn Shaw, Simpson Tract, and Ivy Lawn Cemetery, and had 111 designated landmarks as of 2018. If your house is in a district or is a landmark, ask the City whether a change in roof material needs historic review.

Roofing in Ventura, CA: repairs, reroofs, and VenturaOPS permits

Every permit application in Ventura goes through VenturaOPS, the City’s Online Permit Services system. Building and Safety does not accept paper plans, and inspections are requested online or by phone. Under the City’s Building Express program, Insta-Permits are offered for residential roof replacements, subject to restrictions, and small coating repairs can skip the permit entirely (details in the questions below).

Overhead Roofing handles roof repairs in Ventura, from slipped tiles and worn flashing on hillside homes to leaking seams, clogged drains, and ponding water on low-slope roofs near the coast. We also handle full reroofing projects on both sides of Foothill Road. When you compare roofers in Ventura, ask each one which fire rating and climate zone apply to your address and how the estimate reflects them. Our team brings 25+ years of roofing experience, estimates are free, and each job carries our workmanship warranty. We are licensed under CSLB #1119699 (C-39 Roofing), bonded, insured, and BBB Accredited with an A rating, and the 24/7 emergency line is (877) 557-7778.

Ventura permit, brush clearance, and inspection questions

Does a small roof repair in Ventura need a permit?

Not always. The City does not require a reroof permit for a repair limited to 40 square feet or less of weatherproof roof coating. Once a repair reaches the underlayment or the roof structure, it needs a permit, and Building and Safety verifies whether a given job qualifies. If an inspection turns up wet or torn underlayment, plan on a permit.

Possibly. Ventura’s Building Express program lists Insta-Permits for residential roof replacements, subject to restrictions the City sets. The request is filed through VenturaOPS like any other application. We check the City’s conditions against your roof before filing, and if the job doesn’t qualify, it goes through the standard online plan review instead.

If your home is in a High or Very High zone on the map the City Council adopted July 1, 2025, yes. The Fire Hazard Reduction Program sets a June 1 deadline each year for brush management in those zones, and in Very High areas a replacement roof must be Class A. The two requirements are separate, so meeting one does not satisfy the other.

Through the City once the permit is issued. Inspections are requested online in VenturaOPS or by phone at 805-654-7869, and the Permits Counter is at City Hall, 501 Poli St., Room 117. We plan Ventura projects in advance and build the City’s inspections into the schedule we give you before work starts.
