Roofing Contractor in Fountain Valley, CA, for Tract Homes Adding Solar
About 77% of Fountain Valley’s housing went up in the 1960s and 1970s, when the population climbed from 2,068 in 1960 to 55,080 in 1980, and many of those houses are due for a new roof just as their owners look at solar. As a roofing contractor in Fountain Valley, CA, Overhead Roofing plans the reroof so the new roof is finished and inspected before any panels go on.
Licensed, bonded and insured, CSLB #1119699

Fountain Valley, incorporated on June 13, 1957, issues its own building permits through its Community Development Department. We handle roof repair and reroofing projects across the city, from the Mile Square Regional Park area to the old Talbert settlement near Bushard Street. Because of the travel distance, we schedule every inspection visit in advance.
What a roofing contractor in Fountain Valley, CA, checks before solar
Fountain Valley’s solar permit process for one- and two-family homes (10 kW or less) asks for a roof plan and expedited structural criteria that include the roof covering type and the number of roofing layers. The City caps the residential solar permit fee at $500, can approve standard-plan systems over the counter, and accepts SolarAPP+, which issues instant permits to eligible projects.
The solar permit is the easy part. The harder question is whether the roof under the panels will last as long as they do. A house built in 1972, the city’s median year, may already carry a second layer of shingles, and replacing that roof soon after installation means taking the panels off and putting them back. The order we recommend:
- Inspect first: covering, number of layers, flashing, and the roof deck as seen from the attic.
- Decide on the roof: a repair if the covering has years left, or a tear-off to the deck so the solar application lists one layer.
- Fix the deck while it is open: soft or delaminated sheathing replaced before new underlayment and roofing.
- Hand off to the solar company: the installer pulls its own permit through the standard plan or SolarAPP+.
The City’s Permits & Handouts page lists a Reroofing Requirements handout but says its handouts are under review and asks homeowners to call the Building Department at (714) 593-4429. We confirm current reroof requirements with the Building Division before pricing a reroof.
Choosing shingles or tile on the valley floor
Fountain Valley sits on flat ground about 33 feet above sea level, and it does not appear on CAL FIRE’s March 24, 2025 table of Orange County cities with fire hazard severity zone acreage. Huntington Beach and Costa Mesa next door were newly mapped with Moderate and High zones; Fountain Valley has none. Wildfire-zone roofing provisions therefore do not drive the choice, though we still confirm the required roof classification with the City before ordering.
The energy code leaves the choice open too. The California Energy Commission’s map places ZIP 92708 in Climate Zone 6, where a sloped residential reroof (2:12 or steeper) needs no rated cool roof product under the 2025 Energy Code. Replacing more than half of a residential roof flatter than 2:12 does call for one (aged reflectance 0.63 and emittance 0.75, or SRI 75), or for the insulation trade-off.
That leaves budget, weight, and service life, measured against the panels you plan to add:
- Asphalt shingles: the lightest and lowest-cost option.
- Concrete or clay tile: a longer service life, but a switch from shingles adds weight the structural review will ask about.
- Low-slope sections: a cool-rated cap sheet or single-ply membrane when more than half is replaced.
Roof repair or roof replacement for a Fountain Valley tract house
Fountain Valley is mostly single-family: 67.8% of housing units are detached houses and 10.4% are attached (ACS 2020-2024). On those houses we handle:
- Roof repair in Fountain Valley: leaks at vent pipes, valleys, and chimney flashing, plus lifted shingles and cracked tile.
- Roof replacement in Fountain Valley: tear-off, decking repairs, new underlayment, and shingle or tile roofing, timed ahead of solar.
- Low-slope roofs: cap sheet or TPO on additions, cool-rated where the code requires it.

Fountain Valley reroof and solar questions
Who issues the permit for a reroof in Fountain Valley?
The City of Fountain Valley. Its Building Division takes calls at (714) 593-4429, and the Building Counter is open Monday through Thursday. The City says it adopted the 2022 California codes, possibly with local amendments, and that its handouts are under review, so we confirm reroof requirements with the Building Division before scheduling work.
Should I replace my Fountain Valley roof before installing solar panels?
If the roof is near the end of its life, usually yes. The City’s solar permit asks for the roof covering type and number of layers, and a roof replaced soon after installation means removing and reinstalling the panels. A pre-solar inspection tells you where your roof stands before you sign a solar contract.
Is any part of Fountain Valley in a fire hazard severity zone?
No. Fountain Valley is missing from CAL FIRE’s March 24, 2025 table of Orange County cities with Moderate, High, or Very High acreage. In May 2025, CAL FIRE Chief Daniel Berlant said newly mapped Costa Mesa and Huntington Beach have no Very High zone either, so the neighboring mapped areas are Moderate and High only.
Does a new roof in Fountain Valley have to be a cool roof?
Only on low-slope sections. In Climate Zone 6, a pitched home roof of 2:12 or steeper has no state cool roof requirement, so shingle and tile colors are your choice. Replace more than half of a residential roof flatter than 2:12, and the 2025 Energy Code calls for a rated cool roof product or the insulation trade-off.

Overhead Roofing Inc sent Sean and Mike, who discovered the issue was actually with the parapet wall flashing. They fixed it and gave us solid maintenance recommendations. Tammi kept everything on time and within budget. Their knowledge and clarity made a huge difference.
